AJKAOWF hails cabinet decision for restoring Agri cadre post to parent department 8/23/2015 11:25:41 PM Early Times Report Jammu, Aug 23: All Jammu and Kashmir Agriculture Officers' Welfare Forum (AJKAOWF) has hailed the recent cabinet decision and complemented government move for restoring Agriculture cadre posts to the parent department. In a significant shift of policy decision, Govt. has initiated putting in place professional HOD's as Head of Departments of technical departments that is perfectly in tune with stated policy of Jenab Mufti Mohammad Sayeed, Chief Minister of Jammu and Kashmir. It is pertinent to mention here that in a significant Cabinet Decision vide Govt. Order No.1139-GAD of 2015, Dated 21/8/2015, Ashok Kumar Malhotra has been entrusted with the charge of Director CAD Jammu and Altaf Aijaz Andrabi as Director Agriculture Kashmir replacing non-Agriculture Cadre Officers. The AJAKOWF members said that the decision of government has boosted the morale of otherwise demoralised, dejected Agriculture Cadres reeling under mental stress due to plethora of grievances such as prolonged stagnation, non-conductance of DPC for last three decades, running grade avenues on pattern of other sister Departments like Veterinarians/Medicos/ISM etc. and painful of all is the 'pick and choose policy' in absence of a settled seniority. Due to adhoc decisions from time to time, officers at the top echelon of department are insecure, whereas officers at the bottom rungs are aggrieved as they genuinely feel bypassed by juniors. AJAKOWF has high expectations from Minister of Agriculture Jenab Ghulam Nabi Lone Hanjura and Mohammad Asharaf Bukhari Commisioner/ Secretary Agriculture, who have taken initiatives for streamlining the Department and settling Seniority/DPC issues lurking for over three decades, thus ending decade old pick and choose system prevalent presently in absence of settled seniority.
