| Upgrade security grid to meet post talks collapse challenges | | | The collapse of the NSA level talks between India and Pakistan was on the expected lines.How could the stage be set for the NSA level talks when Pakistan had violated the the Ufa agreement by demanding discussion on all outstanding issues,including the Kashmir issue? In the Ufa agreement Narendra Modi and Nawaz Sharif had agreed to begin with the holding of NSA level talks which were limited to a discussion on terror.Once the NSA level talks had yielded some results the two sides could resume a comprehensive process of dialogue for discussing all the outstanding issues,including the Kashmir issue.
And right from Saturday morning India had made it clear that it was not afraid of discussing all outstanding issues,including the Kashmir issue,with Pakistan.In fact when Nawaz Sharif had returned from Ufa he was berated for having agreed to exclude Kashmir issue from the ambit of NSA level talks.And his adviser,Sartaj Aziz had started making amends by saying that discussion on Kashmir could not be delinked from any bilateral dialogue.And Islamabad seemed to have been preparing the ground for calling off the proposed NSA level talks because of t wo factors.
One,it continued to insist on organising a meeting between Kashmiri separatists and Sartaj Aziz, a day before the bilateral talks were to begin in New Delhi. Secondly, Islamabad continued to persist in trying to force New Delhi to avoid making the NSA level talks as terror specific.Islamabad wanted Kashmir issue to be discussed on a priority basis.Knowing that in August last year New Delhi had called off proposed foreign secretary level talks in protest against Pakistan High Commissioner,Abdul Basit's,refusal to accept New Delhi's suggestion that he should not invite Kashmiri separatists to the embassy premises for talks and the Islamabad should have not insisted on a meeting between Kashmiri separatists and Sartaj Aziz.Political leaders in India have started blaming BJP led NDA Government for creating a situation in which Pakistan got an opportunity for calling off the proposed NSA level talks.But those politicians who hold this view should know that since the talks were limited to a discussion on terror what could have been a positive contribution of Kashmiri separatists?
It was bilateral talks and not the triangular parleys thereby leaving no scope for Kashmiri separatists to receive an invitation.If the Hurriyat leaders have been,in the past,keen to see India and Pakistan narrow down their differences through the process of dialogue why did not these separatists cancel their visit to New Delhi.These separatists played a role that smacks of some mischief otherwise why should not Molvi Umar Farooq and Mohd.Yasin Malik travel to Delhi to meet Sartaj Aziz.They had simply deputed their trusted men to go to Delhi.
Now the talks have been called off. Pakistan has tried to present itself as the most hurt entity in the world.But New Delhi needs to be careful because Pakistan,especially its Army, can adopt a role similar to a wounded tiger.
This way New Delhi has to direct troops and the BSF,guarding the LoC and the IB,in Jammu and Kashmir to upgrade the border management so that the level of ingress of militants was reduced to zero.In addition to this the security forces, deployed within the state,have to reframe their counter insurgency operations so that militants, whatever their number be,were either eliminated or arrested. This is import ant in the light of a fierce gunbattle between the security forces and militants in the forest belt of Handwara.
One should not feel surprised if the Pakistani troops and the Rangers mount afresh attacks on the Indian border outposts on the LoC and the IB in order to carve out ingress passage for militants. In this case the Indian forces should get free hand in retaliating each and every ceasefire violation with force and fury.
Apart from this intelligence agencies need to beef up their surveillance network against those mischief mongers who were bent upon derailing peace by kicking up communal tension and trouble. |
