6 engineers get Rs 80 lakh for no work

Jammu, Dec 23: The Economic Reconstruction Agency (ERA) which has been executing works mega developmental projects in State from the last several years has been caught on a wrong foot as six senior engineers posted in this agency almost two years back have been assigned no work and an amount of Rs 80 lakhs has been paid to them as salary for doing no work.
These senior officials, three of whom are Superintending Engineers (SEs) and two Executive Engineers (XEns), according to reliable reports are seen sitting idle all the day at ERA's Jammu office and its credit goes to our senior bureaucrats and CEO of ERA.
Details available with Early Times reveal that three Superintending Engineers (SEs) namely R C Bhasin , P N Bali and B L Dhar were posted in Economic Reconstruction Agency (ERA) in March 2014. After posted these senior engineers in ERA the then Government led by Omar Abdullah failed to allocate them the respective jobs / assignment. During the same time (May 2014) two more Executive Engineers (XEns) namely D B Gupta and P N Gupta were also posted in ERA along with a Junior Engineer but these officials also have been assigned no job by the Chief Executive Officer (CEO) of ERA. An estimated Rs 5 lakhs plus get wasted every month due to Government's inefficiency as average salary paid to these engineers is Rs 85,000 per month. From March 2014 till date an amount of Rs 80 lakhs which is the tax payers money has been wasted in the shape of monthly salaries given to these officers for doing no work.
Sources reveal that inspite of having three SEs posted in ERA who have no work to do, a junior officer in the grade of Executive Engineer (XEn) is holding charge of Superintending Engineer (SE) of ERA. Recently the State Vigilance Commission (SVC) also intervened into this matter after some public spirited citizens had filed a complaint in January 2015 against the former Chief Secretary , the then CEO ERA and other officers. The SVC in this connection said that matter being purely an administrative issue should be dealt by the CEO of ERA. The case was forwarded to CEO ERA by the SVC for immediate action.
Pertinent to mention that J&K Economic Reconstruction Agency (ERA) is a society registered under the Act VI of 1998 with the Registrar of Societies Govt. of J&K under registration No. 4645-S of 2004. ERA came into existence as a result of Cabinet decision No. 105/6 dated 17-07-2004 vide Govt. order No. 60-PD of 2004 dated 16-08-2004. The creation of ERA was an idea of Mufti Mohammad Sayeed when he was Chief Minister of J&K during PDP-Congress coalition Government from 2002 to 2005. The Planning Department is having administrative control over ERA. The main job of this agency is to ensure focused and sustained attention on the preparation of the externally aided projects like Asian Development Bank , World Bank etc.
ERA also coordinates with various Central Ministries to get the projects approved. The agency receives funds for the externally aided projects from the department of the Economic Affairs, Ministry of Finance Govt. of India for the implementation of these externally aided projects. Having such a huge mandate and budget allocation , the authorities at the helm of affairs could have taken benefit of senior officers posted in the agency, but instead of using their experience six senior officials are with no work and this raises the question mark on the credibility of this organization.
