Amid ruckus, Govt sends transfer of property bill to select committee

SRINAGAR, June 30: Amid ruckus and walk-out by opposition members the government today referred the 'controversial' Land Alienation and Transfer of Property Bill to the select committee. The government rejected the demand of opposition of putting the bill to vote.
The bill was introduced by Minister for Revenue, Relief and Rehabilitation, while a few BJP legislators made amendments to the bill. The BJP leaders demanded that the bill should be referred to a select committee consisting of nine members to be nominated by the assembly speaker.
The BJP legislator initiated the discussion on the bill and while quoting some of the court judgments he said the bill should not be passed in hush-hush manner. He said if the bill is referred to a select committee then it may come up as better piece of legislation wherein suggestions of various stakeholders would be taken.
As soon as another BJP legislator stood up to talk about his amendment the opposition consisting of members of National Conference, Congress, and others objected to the same. The opposition members said that this is unprecedented that the amendments are made by members of treasury benches to a bill introduced by the government. The opposition accused the PDP and BJP of 'fixing' the 'match' and that both the parties should be ashamed of the same.
While the opposition members were busy with their protest, CA&PD minister stood up and said that there is no harm if the members of BJP are making amendments to a government bill. He said if the opposition has some argument with regard to the matter then they should come out with the same.
Minister for Social Welfare, said that dissent is the beauty of democracy and same has been proved vis-à-vis the bill regarding Land Alienation and Transfer of Property. He said the bill can be discussed on the floor of the house and there is no need for opposition to create ruckus on the issue.
Leader of opposition Omar Abdullah took a dig at the government and said the cabinet is highly inexperienced. He said the bill was introduced in a jiffy with the members not reading it properly. He said once the bill was passed by the cabinet the members of BJP received phone calls and it was only after this the match was 'fixed' between PDP and BJP.
Minister for Parliamentary Affairs objected to Omar's remarks and said that there is enough experience in the state cabinet. He said there is nothing new that a government bill is supposed to be sent to select committee adding that a bill regarding conversion of agricultural land was sent to a select committee.
MLA Kulgam, said that the bill should be put to voting and there is no reason for government to send it to select committee. He said the opposition would support the bill and would acknowledge the result of the voting on the bill.
PDP's legislator from Amira Kadal virtually embarrassed the government when he supported the opposition demand of voting on the bill. Independent legislator termed the bill as draconian and said the mere tabling of bill is 'murder' of democracy.
Following this the Revenue Minister said that government does not want to create chaos and confusion on the issue. He said if the bill is sent to the select committee then there are chances that the reframed bill would come up as brilliant piece of legislation.
Following this speaker Kavinder Gupta asked the members who want the bill to refer to select committee to say yes and those who oppose the same to select to say no. Members of PDP and BJP voted in favour and as such the bill was sent to select committee.
