SVC buries case, despite recommendations to register DA case | Over 161 Kanals prime land purchased by Sr. engineer | | Akshay Azad
Early Times Report Jammu, Sept 16: The State Vigilance Organization (SVO) has reportedly given safe passage to a senior engineer by burying a complaint filed against him, despite unambiguous recommendations made by the Investigating officer (IO) during preliminary enquiry, to register a case under Disproportionate Assets (DA) case against the engineer. As per the enquiry report compiled by the Investigating officer against the senior engineer, a copy of which is with Early Times a handful of allegations were leveled against the him regarding corruption, disproportionate assets, purchase of land to the tune of several hundred Kanals beside others, which were investigated by the enquiry officer and the preliminary enquiry report was submitted to the SVC. The enquiry report submitted by the IO, reads, "Enquiry reveals that land measuring 11 Kanal 16 marlas located at Greater Kailash has been purchased in the year 1999 in the name of mother-in-law of the senior engineer". Moreover, it further reads, "Enquiry revealed that 150 kanal of land at village Nandni at Tawi Island has been purchased by the mother of the senior engineer in the year 1991 and 1992." Apart from these two major observations against the senior engineer, the details of bank accounts were also investigated and nearly Rs. 37 lakhs was found in the two saving bank accounts of the Engineer. Sources in SVC informed that while submitting the enquiry report, the IO had recommended that as per J&K Public Men and Public Servants Declaration of Assets and Other Provisions Act 1983, the family members include father, mother, step mother, any other person related whether by blood or marriage and the assets were purchased on the names of family members of the senior engineer. "A case must be registered under Disproportionate Assets (DA) case against the senior engineer", the Investigating officer had recommended but unfortunately, the SVC had failed to take cognizance of the IO report and had given clean chit to the engineer. Moreover, it was also came to fore during investigation that the senior engineer had not shown the assets in the property returns filed from time to time, which were found during the investigation, which only signals towards something fishy in the entire matter. Sources alleged that a senior former official of SVC was closely associated with the senior engineer and he had helped the engineer to get clean chit in the entire case and the case was never registered. |
