State, Centre hesitant to act against IAS, IPS officers toeing anti-India lines!

Jammu, Oct 9: The state government has dropped hints to take action against over 40 employees for instigating trouble in Kashmir Valley but the government is hesitating to take action against those senior officers who have been writing against the country in social media and in the main stream media.
Fight between two IPS officers, one of J&K Cadre and another of outside the State, on social media is known to everyone. Similarly one Indian Administrative Officer (IAS), who is heading important position in the State, is writing controversial articles in the main stream media and posting pro-separatist comments on the social media.
No one seems to find it odd that a serving officer of the IAS, regardless of his cadre, is speaking out on social media and that the exercise is being celebrated rather than commented upon as a questionable breach of the confidentiality clause.
Clause 2 of the Freedom of Speech riders for the civil service ethical code of conduct it states an officer shall not make any public utterance that would embarrass relations between; State and Union. State and State, India and any foreign country. It further goes on to say that a serving officer cannot criticise the policy of the Union/State Government.
It also clarifies that he or she needs permission to write in a newspaper (assuming blogs are included in the category of newspapers).
Despite such rules and regulations, the senior IAS officer has violated these rules and he is echoing sentiments of separatist groups but neither State nor Central government so far dared to control this officer.
Similar another IPS of J&K cadre, who is known for create nuisance, had written a very controversial article after JNU incident earlier this year. The pseudo honest IPS officer had indirectly supported all those students who had raised any India and pro-Pakistan slogan in JNU but both State and Central governments have failed to take action against that officer.
