Doctors manage transfers to continue their Private practices
Many move courts seeking stay over orders

Early Times Report
JAMMU, Feb 19: In a bid to pursue their private practices, many government doctors are using political influence and even moving courts to scuttle orders of transfer issued by the department from time to time.
Sources in the medical department told Early Times that while the patients are suffering due to shortage of doctors in the outskirts, the doctors who were posted in these peripheral hospitals managed to scuttle orders to stay on in the city hospitals so that they could pursue their private practices.
A Doctor posted somewhere in the peripheral area while pleading anonymity said, "Only few doctors are working in peripheral areas like Poonch, Rajouri, Ramban Basohli and there remains huge rush of patients which these doctors can't handle".
Recently Health and Medical Education department ordered bulk transfers but the doctors who are enjoying their private practices in Jammu hasvemanaged to get their postings stayed on one pretext or other.
It is pertinent to mention here that Principal secretary of Health and Medical Education issued an official letter few months back which reads, "For the last several years it has been observed that many doctors including medical officers and paramedics are seeking recommendations from different political figures in an attempt to influence upon superior authorities for transfers and postings which cause undue interference in the functioning of the administration". Pertinently, Principal Secy said that directives have been issued to officers not to make transfers under any influence and the postings have to be made as per the need and no interference will be allowed in the functioning of the department, but still the doctors manage the postings of their choice.
Sources in the medical department said that many of the doctors have approached the Honble High Court of Jammu and Kashmir to get stay over their transfers some of them have succeeded while a few have gone on leave after they were directed to join the new places of postings.
Sources added that some of the doctors posted in Hospitals in Jammu City including GMC&H Jammu, Govt Hospital Sarwal and many smaller hospitals refused to join the new places of postings on the pretext of their seniority, but are practicing in Jammu from more than two to three years on the posts of lower grades just to pursue their lucrative private practices.
A patient while expressing his anguish said, "I was about to undergo a surgery at a Govt. Hospital at Jammu but the doctor refused to perform surgery on the pretext that he got transferred to some other place, so he directed me to undergo the operation at some private nursing home where I had to spend around Rs 25000 for surgery".
Several attempts to contact Minister of Health went in vain as he was not available for comment.
