State has 2 Health Ministers, 2 Secys! | Unhealthy state of affairs | | Early Times Report Jammu, May 17: The "Digital India" campaign finds no taker in Jammu and Kashmir, as websites of many government departments are rarely updated. For example, the website of J&K Health Department gives an impression as if there are two Health Ministers and two Commissioner Secretaries. The website (http://jkhealth.org/newsite_clsd) says Bali Bhagat is Minister for Health and Medical Education while Dr. M.K. Bhandari is as Commissioner Secretary. Dr Bhandari was transferred from Health Department and posted as Divisional Commissioner Jammu more than a year ago on April 29, 2017. Dr Bhandari was transferred from Health Department and posted as Divisional Commissioner Jammu. Later, on January 12, 2018 , Dr Bhandari went on deputation to the centre as Private Secretary to the Union Minister for Human Resource Development (Parkash Javadekar) in the Higher Education Department at the level of Director. Bhagat resigned as Health Minister on April 29 ahead of the cabinet reshuffle. Another website of the Health department shows Dr. Devinder Kumar Manyal as Health Minister, Dr Pawan Kotwal, as Principal Secretary, Health. Notably, websites of various departments in the state are not updated properly and nobody bothers to take care of these websites. On July 2, 2015, the Modi government launched 'Digital India' campaign to ensure that government services are made available to citizens electronically by improving online infrastructure and by increasing internet connectivity or by making the country digitally empowered in the field of technology. Unfortunately, the campaign finds no takers in J&K, hence defeating the campaign in the state. |
