Tenders floated in 2015, Dental Colleges still craves for chairs

Jammu, June 4: In what could be termed as poor performance of government owned Medical Supply Corporation Limited, despite floating tender in 2015 the corporation is yet to supply Dental Chairs to health institutions across Jammu and Kashmir.
Reliable sources told early Times that Dental Colleges as well as health institutions of state are facing acute shortage of dental equipments. The then government in 2014 had directed officials of both Dental Colleges and director health services to prepare detailed project report for procurement of dental chairs.
The proposal was approved by government in 2015 and was forwarded to Medical Supply Corporation. The corporation was also directed to initiate procurement process of 163 dental chairs with unit including 70 chairs for Dental college Srinagar and 76 chairs for Dental college Jammu, Six chairs for Director Health Service Kashmir, one at each for PHC Hanjoora and Nowpora, Two chairs at each for GH Sarwal and Director Health Service Jammu( National Oral Health Programme), one at each for CHC Hiranagar, CHC Marheen, PHC Dinga Amb, District Hospital Poonch, Rajiv Gandhi Hospital Gangyal.
The Corporation in the ending of same year invited bidders for procurement of for the procurement of dental Machinery and Equipments under tender no: JKMSCL/Dental Mach/2015/265 Dated 7/12/2015 but due to poor response, the corporation extended the date of tender and also invited the bidders again vide No.NIT/JKMSCL/Mach/DEN/2016/17 dated 17/04/2016. At that time four bidders participated in it, the JKMSCL committee qualified three out of four bidders for opening of financial bid but astoundingly in Feb, 2018 the corporation without opening financial bid issued supply order in favour of M/S Confident Dental Equipment Ltd and directed them to purchase dental chair with unit at the rate contract orders issued by RMSCL.
However, the then official of corporation goes out of way to favour M/S Confident had issued all supply order of dental chairs with unit to particular company but interesting after lapse of more than three months of issued supply order the M/S Confident only 22 out of 163 dental chair supply provided to Dental College Srinagar so far, rest of all other institutions supply yet to be provided.
"The supply of dental chair will not reach Corporation it will be directly supplied to the institutions", said JKMSCL, Managing Director Inderjeet. When contacted Dental College Srinagar, Purchase Officer Dr Abdul Lateef Mattoo said that 22 dental chairs have been received from M/S Confident and their installation work is going on.
Director health Services Jammu/Kashmir and Dental College Jammu, Medical Superintendent said that though the requirement of dental chairs was forwarded to Medical Supply Corporation for the last few years but till date not a single dental chairs was received.
Sources further said that as per order terms and conditions delivery period of supplies shall be completed within 60 days from the date of issuance of purchase order for domestic items and 90 days for imported items. In case of any delayed supplies penalties at the rate and period specified in the standard procurement procedure shall be charged.
