Udhampur, July 10: Tall claims of the State Government as well as Central government to overhaul the education and taking it to doorsteps notwithstanding, a school damaged in 2014 still awaits construction.
Its needs to be mentioned here that Constitution (Eighty-sixth Amendment) Act, 2002 inserted Article 21-A in the Constitution of India to provide free and compulsory education of all children in the age group of six to fourteen years as a Fundamental Right in such a manner as the State may, by law, determine. The Right of Children to Free and Compulsory Education (RTE) Act, 2009, which represents the consequential legislation envisaged under Article 21-A, means that every child has a right to full time elementary education of satisfactory and equitable quality in a formal school which satisfies certain essential norms and standards. Article 21-A and the RTE Act came into effect on 1 April 2010 but State government Run education (Institution's) schools are lagging far behind in providing quality education.
Presently Students of Primary school Lowar Saddal in Moungri area of district Udhampur are forced to sit in dense
Forest , under the open sky as their school building collapsed in the year sept.2014 as the result the students are roof less till date .
They studies in open sky in this hot weather create an inconvenience to the poor students, in rainy days the school closed because they don't have any other Option left . Students also fear of wild Animals, Snakes as well as other deadly organisms.
Sarpanch Panjar Romesh Singh While Talking to Early times disclosed that in September 2014 landslides occurred in saddal village in which 40 persons lost their lives and whole village buried under the debris in district udhampur and also damaged the school building ruin badly hitting the education of the children. He added that there are 19 students Boys and girls face hardship after the damage of school building school running in dense forest under open sky to studies badly affect the studies of the students and there are no water and bathroom facilities for students due to this the girl students worst suffers . he added that despite repeated Plea to the Department concerned , MLA , Former Ministers , District Administration but nothing done so far due to this the future of the Students in our area Pledge into Dark and the Strength also reduces day by day .
He added that Education is the Right of Every Student even those who lives in far flung and the remotest corner of the State /District and Government is committed to give the Batter Education to them but don't know why the Education Department make tall claims to prove better infrastructure as well as Education the Students if they fails in their objectives in far flung and remotest villages .he added that During the rains or in inclement weather, teachers have no option but to ask students to go home as there is not even a shed with a tin roof for them to shelter under adding that the lack of a building has also resulted in a decline in the number of students enrolled.
Teacher Mukesh Singh said that after the Slide in Saddal our school Building damage and after that we shift the School in Private accommodation but now our school running out side under open Sky . We have requested the authorities Chief Education Officer , Zonal Education officer several times in written about the issue, but till date we are waiting for their reply," he said. He added that we submitted the land documents also to establish the school Building but nothing done so far. He added that we face inconveniences to teach the Students. In Rainy season where we go with the Students as there are no space left for them .
Deputy Commissioner Udhampur Ravinder Kumar asked the concerned officer to submit a detailed report about the school . He also added the funds were also available for the said school and I will inquire why the said school building was not constructed till date .
