PDP-BJP directives confined to papers | Guv for monthly progress report of Deptts | | Early Times Report SRINAGAR, July 10: Since the imposition of Governor rule in Jammu and Kashmir, the government has directed the officials to shun the lackadaisical approach or face action. To check their performance, the government has directed departmental heads to submit monthly progress reports. "Governor has taken a serious note of lackadaisical approach of officials and directed them to submit monthly progress reports or face the action," an official said. Government has failed to evaluate performance of their departments on the basis of timeline completion of targets, outcomes of the schemes, priorities fixed, quality of work done, and status of benefits of projects. An official of the General Administration Department, said that most of the officials are concealing the performance details about their departments. He said that government has taken a strong note that developmental works have got affected over the years for non-utilization of funds. "Most of the departments are failing to spend budget allocation in the first quarter of the year and then they are also not able to utilize these funds in the last quarter of the year due to weather conditions and other reasons," the official added. Fresh directions have been issued to departments to submit monthly progress report to ensure timely utilization of funds. Several departments also directed its officials to submit progress report of their respective districts. In a meeting held under the chairmanship of the then chief minister, Mehbooba Mufti, directives were issued to officials for submission of annual reports. The GAD official said that departments have also been told to submit annual Results Framework Document (RFD) to the government. The state government launched the RFD aimed to judge the "performance of departments" and to bring "transparency" in their functioning. "Once the departments submit their RFD report to the government, the planning, development and monitoring department have to prepare its own report to check the progress of development in the state," an official of the Planning and Development Department, said. The official said that departmental heads have been directed that project-wise utilization certificates (UCs) should be submitted in time. "It is for speedy and effective implementation of centrally-sponsored schemes (CSSs) in the state," he said. |
