BJP just a 'Fuski Bomb' in Kashmir
7/10/2018 11:30:12 PM
Jamwal Mahadeep Singh

The word 'Fuski or Phuski' is neither contained in the vocabulary section of English dictionary nor is it traced in the data base of search engines, but appears to have been invented by some visionary as to 'denote' empty threats, actually it refers to a damp squib. The word is mostly related to Diwali, when we purchase cracker hoping that it will make lot of noise and light without causing any harm but when it fails to go off, we term such cracker as 'fuski bomb'. Some similar type of connotation is derived for the BJP in Kashmir, when statements issued by Prime Minister, Home Minister, Defence Minister and other big crows on any event of Pak mischief and militant's attacks in valley or elsewhere that are painful to uniformed forces as well as to the civil society, prove to be just hollow. The leveling of terminology 'Fuski Bomb' for BJP with reference to Kashmir can well be traced to 2013, pre-election era of Jammu and Kashmir with regard to the incident of decapitation of L/Nk Hemraj in 2013 and statement of Sushma Swaraj, now Foreign Minister, "we should take revenge. If we don't get his head, we should get ten of theirs". These were the words when family of Hem Raj was on indefinite fast demanding for chopped head of martyr and Sushma Swaraj along with then party president Nitin Gadkari now Road Transport and Highways Minister and Rajnath Singh, now Home Minister, visited family of Hemraj and after assuming power in 2014, all words were dumped to the dust bin.
Islamabad has always termed Jammu and Kashmir as an unfinished business leftover from India's partition in 1947. After the 2014 state elections and tailoring of an unholy alliance of BJP with PDP, PM Modi's Kashmir strategy is two-pronged: Indian financial support for Kashmir's development, and simultaneously using force (muscular policy). The policy hasn't really been successful as resentment against the state government and New Delhi increased manifold in the past few years. It is a free voice in valley that in the guise of patriotism and Hinduism the Kashmir is held by force being Muslim majority region and they authenticate it because of imposing frequent curfews, failure of government machinery and enforcing the state laws through baton and ultimately departure of the BJP-PDP government. Contrary to the Indian government's claims, many from Kashmir support the cause of the separatists and came out in droves to protest against Indian rule and military operations in the Kashmir. Modi has not been successful in implementing his socio-economic agenda in Kashmir. This view has been supported by Siegfried O. Wolf, director of research at the Brussels-based South Asia Democratic Forum (SADF), that Modi has not been successful in implementing his socio-economic agenda in Kashmir. His viewing Kashmir problem with security lens and never giving thought of it as political problem, led to all his miss conceived policies to curtail unrest in the valley and miserably failed to end the political deadlock in valley. The muscular policy actuality was occupying the space in the mind of Modi led BJP government and his boastful words spoken at Sher-e-Kashmir cricket stadium, in 2015, "I don't need advice or analysis from anyone in this world on Kashmir. The three mantras of Atal ji coined in a 2013 speech in Kashmir of Insaniyat (Humanism), Jamhooriyat (Democracy) and Kashmiriyat and these will be helpful in moving forward were merely deceptive in nature. Even here he failed to realize that Vajpayee's policy was acceptable to all stake holders in valley at that relevant time only. Modi missed the lines badly that the universal law holds the use of force cannot go together with development.
One thing embracing to the people of the state is who the Godfather of Jammu and Kashmir State is? Obviously when we look the federal structure of the country, it is the central government having the edge but here we are forced to realize whether it is PM Mr. Modi, HM Mr. Raj Nath Singh, Defense Minister Smt. Nirmala Sita Raman, National Security Advisor Ajit Doval, Dineshwar Sharma, the home ministry's special representative to J&K as interlocutor, Ram Madhav, a key element in PM Modi's scheme of things after RSS Parcharak joined BJP in 2014, Avinash Rai Khanna Vice President of BJP and In-charge of J&K or presently HE the Governor Mr. NN Vohra or had the state pledged to pro-separatists, anti-nationals, militants, terrorists or to the forces or to those occupying territories of the state such as Pakistan or China. The situation has straight away taken us to the idiom "Too many cooks spoil the broth".
My services in Baramulla Kashmir have given me an occasion to maintain a contact list of my acquaintances from valley and especially from Baramulla, Bandipore, Uri, Gulmarg and Sopore, that used to be area of my jurisdiction. Occasionally I exchange views with them. The majority among list is of the view that BJP dispensation in Delhi and their alliance government in the state has pushed the Kashmir into a quagmire of deaths and destruction by their pro-separatist and appeasement of enemies of society. A major cause of the Kashmir unrest, today, is the alienation they feel, disconnect they experience and the hatred they see in the eyes of the people of India towards Kashmiri and every Kashmiri appears to be militant or terrorist or their sympathizer, to them. The Gujarat image of Modi and Shah still carry space in the minds of the larger society and this combination is irritating to them. The duo is pushing the ideology of saffron brigade being dictated to them from Nagpur. The withdrawal of support by BJP is viewed with relief from this unholy alliance. They hold PDP responsible for destruction of valley and BJP for destruction of Jammu region and have taken this alliance as collusive partner to loot and plunder the state for power lust. They have been using and abusing every instrument of law the government could lay its hands upon in valley without caring for the human rights. The pro-separatist minds take BJP rule as actually a blessing for the movement towards separation from India, as it provides an arm in the sleeve of the separatists, who can now easily prove the misgivings of Indian rule. In their view Modi-led government has let loose a regime of absolute muscle power on the idea of zero tolerance for political dissent.
The pages of 'European Parliament Resolution' of 10 July 2008, on allegations of mass graves in Kashmir are part of Kashmiri's daily diary, calling for on the state authorities to ensure that all detention procedures meet the minimum requirements of international legal standards, proper treatment, registration and prosecution, prompt access to family members, to lawyers and to independent courts, as well as accountability for any violation of such procedures; to ensure independent and impartial investigations are undertaken into all suspected sites of mass graves in Jammu and Kashmir; condemning the unlawful killings, enforced disappearances, torture, rape and other human rights abuses which have occurred in Jammu and Kashmir since the beginning of the armed conflict in 1989. Whereas convictions, court martial in many cases of fake killings and rape cases are in support of voices of allegations they have been leveling against forces. Recently first ever report on Kashmir focused on the human rights situation in the State between January 2016 and April 2018 by UN is much embracing to the present dispensation as it accused India of using excessive force on civilians by stating that "In responding to demonstrations that started in 2016, Indian security forces used excessive force that led to unlawful killings and a very high number of injuries". The India rejected the report as fallacious and has termed it as a selective compilation of largely unverified information. Come what may the report has come as solace and supportive for those speaking of excessive use of force as advancement of muscle policy followed by Modi dispensation. I can only vouch for peace in Kashmir if good sense prevails among the perspective stake holders to look for a viable solution of the crown of the country than to make just hollow claims like that of 'Fuski Bomb'.
