PDA defies Master Plan

Jammu, July 19: Patnitop Development Authority has allegedly allowed a society to construct a building which was later converted into a hotel at Patnitop on State land which was declared as Green Buffer Zone in violation of its Master Plan.
As per documents, the illegal construction has been done by an organization under the name of "Sudhmahdev Cooperative Marketing Society Limited" in land measuring 1 kanal and 15 marlas under Khasra No. 187 situated at village Karlah Patnitop.
Sources told Early Times that the land under Khasra No. 187 was reserved for 'Kahcharai' purposes only in revenue records and even the land under this Khasra falls in Green Buffer area declared in Master Plan of Patnitop Development Authority (PDA) which means no construction whatsoever be permitted.
"The above Society had filed an application before the Patnitop Development Authority for permission of construction of a building of under the name of 'Sehkari Bhawan' in guise of the welfare purpose of the local villagers on land measuring 1 Kanal and 15 Marlas falling under Khasra No. 187 min which is a part of Khasra No. 187 situated by the Karlah Patnitop and got permission in 1994 in connivance of PDA officials," they said.
They further said that initially, the illegal construction for 6 rooms was raised at above said on but thereafter, with the connivance of the PDA authorities 6 more rooms were raised by the said Society in 2007 and the building was converted into a hotel which is being functioning under the name and style of "Hotel Sehkari Bhawan". Astonishingly, the Society not only succeeded in construction of illegal building but also sublet it to a Dehli based Hotel Parin Groups for its operation. "Although, the issue was brought into the notice of District Administration Udhampur by filing a complaint few months ago but no action was taken", they said.
Even a committee, which was constituted by PDA on 24-02-2018 to review the issue also revealed in its report that as per its Master Plan, the Khasra number 187 falls under Green Buffer area where no construction can be carried out.
