Guv exposes parties averse to Panchayat elections

Jammu, July 19: Political parties, which have postponed Panchayats and Urban Local Bodies (ULBs) elections with one or other excused, are stunned over the way administration under Governor's rule is gearing up for conducting these much needed elections to strengthen democracy at grass-root level.
Although no official announcement has been made about date of these elections, one thing is clear that administration has started the process to hold these polls as early as possible to give a lesson to the political parties that they had postponed these elections due to their political interests.
The Government today constituted State and Divisional Level Committees to conduct preparatory work for Panchayat and Urban Local Bodies.
Credible sources said that Governor has already given clear cut directions to the administration that he would not listened any excuse for delaying these elections so all preparatory work should be done before announcement of the elections.
Governor N N Vohra had repeatedly asked previous PDP-BJP government to conduct Panchayat and ULBs elections but due to vested interests of legislators the then government adopted delay tactics.
Meanwhile according to an order issued by the General Administration Department (GAD), for the State Level Committee Principal Secretary, Home Department would be the Chairman, while as Director General of Police, Principal Secretary Transport Department, Additional Director General of Police (CID), Divisional Commissioner, Kashmir/Jammu would work as its members. Secretary, Department of Rural Development and Panchayati Raj would be Member Secretary, while as representative of the Housing and Urban Development Department would serve as the Member of the committee.
The order further states that in the Divisional Level Committee for Kashmir Division- Divisional Commissioner, Kashmir would serve as Chairman, while as Inspector General of Police, Kashmir, and Director Rural Development, Kashmir would be members. Director Urban Local Bodies Kashmir has been made Member Secretary of the committee.
Likewise, for Jammu Division, Divisional Commissioner Jammu has been made Chairman, while as Inspector General of Police, Jammu, and Director Rural Development, Jammu would work as members. Director Urban Local Bodies Jammu will work as Member Secretary.
Both in Kashmir and Jammu division, the Committee would have the discretion to co-opt any other member.
