SRINAGAR, Dec 30: Orders issued at the highest level in the state administration are being virtually thrown into 'dustbin' with no respect whatsoever being shown to the authority who has issued such an order.
An order issued by Principal Secretary, Health & Medical Education department has virtually been given a 'damn' by a doctor who over the years has been enjoying a close rapport with corridors of power at the Directorate of Health Services Kashmir.
The doctor a dental surgeon has not obeyed the transfer order and as such he has given no importance to the order issued by no less than by Principal Secretary, Health & Medical Education department. Interestingly, the higher ups of Directorate of Health Services Kashmir are also non-serious about the transfer order.
"In the interest of administration it is hereby ordered that the services of Dr. Imran (Physician ACLS trained, CHC Gousia Hospital) shall be utilized to supervise the training at RIHFW, Dhobiwan along with other doctors who have been already conducting trainings according to a pre-devised roster and Dr. Ijtaba Shafi, Dental Surgeon at RIHFW, Dhobiwan shall report back to Chief Medical Officer, Ganderbal for further duties," says government order number 677-HME of 2018 dated 10-12-2018.
The order was issued by Principal Secretary Health & Medical Education department, Atal Dulloo and it was expected that Dr. Ijtaba would follow the order in letter and spirit. However three weeks down the line, Dr. Ijtaba has not reported to Chief Medical Officer, Ganderbal for further duties.
"It is an irony that an order issued by the highest authority in the Health & Medical Education department has been dumped in the dustbin by the blue-eyed dental surgeon. Dr. Ijtaba has over the years managed to stay put at a place where his services were not needed. On the other side the patients were left to fend," said sources while sharing details with Early Times.
Sources said that the Health & Medical Education department should look into the issue seriously and see as whom is the person who has encouraged Dr. Ijtaba not to obey the transfer order issued by his ultimate boss. They said the probe in this regard would settle the matters once for all.
"It is important to look into the matter since the disobedience of transfer order by a medico is an insult to the chair held by Principal Secretary and some other important persons in the health department. He is being prompted by some outsiders of the department to raise a banner of revolt by not complying with the order issued with regard to his transfer," said sources.
Sources said that Directorate of Health Services Kashmir should also look into the matter seriously and ensure that Dr. Ijtaba joins the office of Chief Medical Officer, Ganderbal without any further delay. They said that further non-compliance of the order should invite stern action against the concerned doctor.
