Bankruptcy of policies - logic to give free hand to Army
Jamwal Mahadeep Singh3/1/2019 10:42:30 PM
Bankruptcy of policies can easily be defined as calling in imaginary policies to avoid the real debts of responsibility, the government owe to its citizenry to make their life blissful and free of fear psychosis. We have a responsibility as elected representatives to do good public policy in the best interest of all the people. It is a conceded sensibility that no one is perfect; no one is having the most idyllic life. Everybody wants to project positivity to the outside world, but if we're honest, no one's going to have 24/7 bliss. Same applies to politicians in power, as power is not all time property of a particular political party or a person but a voter's choice in democracy. India is a federal constitutional republic governed under parliamentary system consisting of 29 states and 7 union territories. What we have to accept that all States as well as Union Territories have their own problems and likewise they attract the attention of the central government proportionately according to the number of Lok Sabha seats, the political party eye for come back in power. The write up is confined to the state of J&K only with regard to the logorrhea of Modi je to stabilize the troubled state. As a freelance writer uninfluenced by the TV multiplication of our PM, I am constrained to blow up the imperfections that also need the attention of common man. Although perfection is a goal that will forever remain impossible for any human being to achieve. Therefore, the only achievable goal is required to be propagated by those in power rather than to verbose of holding a live wire carrying 11000 voltage with naked hands. Moreover it is also unfair to judge honestly a person until you walk few miles in his company. But past experience of five years of Modi government's policies and actions aimed with regard to state of J&K are enough to pen down them as straight lines. A report finding mention of Union home ministry on search engines reveals that J&K witnessed a hike of more than 166 per cent in civilian causalities in 2017 from a year ago, but security forces were successful in killing 42 per cent more terrorists during the year. As per the report, 342 terrorist strikes took place in J&K in 2017. There was a 64% rise in terror incidents in Jammu and Kashmir over three years to 2017. Over 800 terror incidents have been reported in J&K over the three years ending 2017--up from 208 in 2015 to 342 in 2017--according to an India Spend analysis of government data. As many as 744 people died in these three years: 471 terrorists, 201 security forces and 72 civilians. It was amidst this scenario in September 11, 2017 that home minister Rajnath Singh said the situation in the conflict ridden state was "improving" and it went viral as a laughing stock.
The zigzag policies on which Modi went ahead in Kashmir ever remain under severe criticism that may be a decision of forming alliance government with PDP, a party always sympathizer of anti-nationals, uncertainty in decisions by exhibiting the rigidity and flaccidity at the same time in the shape of pushing a muscular policy (The large-scale use of the army and paramilitary points to the fact that the civilian leadership has no mature policy to deal with the valley imbroglio) and at the same time withdrawing criminal cases and release of stone pelters, with holding of actions by forces during Ramadan against the army wish or appointment of Mr. Dineshwar Mishra as the representative of Govt. of India to initiate a sustained dialogue with all stakeholders in Jammu and Kashmir, speaking high of army operating in valley and simultaneously registering cases against army officers for their innovative way of dealing with stone pelters. This all reflects the failure of India's political imagination.
The preceding lines of the write up are enough to wrap up the bankruptcy of policies of Modi government directed towards Kashmir. This helplessness has compelled Mr. Modi to give all free hands to armed forces operating in valley in taking all decisions at their own to deal with the prevailing situation in Kashmir, after the painful happenings of Pulwma and repercussions thereafter. Plainly speaking this move is admittance of the PM as complete failure of his all time policies aimed at Kashmir imbroglio and in dealing with the militancy. Political regime in which the forces as an organization is given preponderance in making policies to deal with insurgency, or the tense situation at present, is suffice in itself to conclude the brain drain on the part of political set up and under the circumstances the forces are well visionary and planners to restore the confidence of the people that stand drifted away from the political government. This change of policy preparedness was appealed much earlier by the citizenry even prior to Uri attack in 2016, but the rigidness on the part of Modi government kept it shackled and this time in a win win move and to gain the lost confidence of the denizens across the country and with hawkish eyes on 2019, it was left with no option except to declare the independency for forces to chalk out their own policies and their strategies to deal with the anti-nationals operating from their dominating positions and in destroying the factories producing terrorists on foreign soil. The successful operation by air force has proven the facts that those policies of forces dealing with insurgency are fool proof than dictated and influenced by civil dictates. The experience of the Indian army in Counter Insurgency operations in the state of Jammu and Kashmir is remarkable but the political set up have always proved to be a stumbling block to achieve the desired results. The political governments have kept army as an occupation force in Kashmir till date and now in the changed scenario of getting free hand, the result orientated actions will occupy the vacuum. The Indian Army believes that its own story is on test now and it simply cannot let things slide back. Essentially, the Indian Army locates itself within the country's democratic narrative. Here we have to look into other aspect also resonating in public domain that politicians are giving more importance to vote bank politics than 'nation first', or is it just a myth? The politicians have created such a system that their every action automatically converge to 'Vote Bank Rajniti'. The Prime Minister facing accusations of shooting for his promotional film, when the whole country was mourning the loss of lives of Jawans in the Pulwama attack. There is broad consensus about the Rudrapur rally, which Modi addressed by phone at around 5.10 pm per a Doordarshan bulletin that cut to it live. The Pulwama attack took place at 3.10 pm, and was already all over the news at 5 pm. The prime minister on 28 Feb 2019, interacted with about one crore BJP workers in 15,000 locations through what the party said was the "world's largest video conference". The critics of Modi that are charging him for politicizing the present crises can in way be straight away ruled out from the engagements of election rallies being addressed by him.
Come what may the present situation prevailing in the country demand keeping on hold all election related program by one and all and everyone should display untidiness for common cause of dealing with the Pak and to encourage our forces.
