Afraid of being exposed, IT Deptt denies RTI reply | 'iPad Scam' | | Early Times Report Jammu, Mar 1: It has been more than a month since an application was filed under Right to Information with Information Technology Department seeking detail procedure adopted for purchasing iPads and the names of beneficiaries but the department has not provided information fearing possible expose. Already, the department remained in controversy for its misdeed particularly the mess created by the Jammu and Kashmir e-Governance Agency (JaKeGA) which functions under the supervision of Information Technology. "JaKeGA was given the authority to purchase iPads for MLAs, MLCs in 2017-18 with the objective to make assembly and council paperless during budget session and these iPads were to be returned by the legislators after the completion of session and moreover when assembly has been dissolved by the Governor but agency failed to get these iPads back and to make the both Houses fully paperless under e-Vidhan," The RTI was filed to Information Technology Department on 18-01-2019 under RTI Act 2005 seeking the details the certified copy of minutes of meeting of Board Meeting of Governing Body or Board of Governors of JaKeGA or Governor's direction or Chief Secretary' direction, in which the decision was taken to give tablet/iPads of Apple Brand to legislators. Further, the information regarding the order issued by competent authority/ CEO JaKaGA inviting tenders/ online purchase form GeM portal (Government e-Marketing Portal) for purchase of iPad of Apple brand alongwith list of vendors was also sought and furthermore the list of members of Purchase Committee, list of total numbers of iPad/iPhone/tablets purchased including the list of beneficiaries and detail of Bills/ receipts of the payment made to the dealers for the purchase of items via iPad. As per RTI Act, the information has to be provided within a month but it has been more than months, the department has not provided the reply to applicant. If sources are to be believed, there is big scam suspected in the purchase as well in distribution of the iPads by the agency. Astonishingly, apart from this RTI application, many more applications were also filed with the department seeking same information but none of the applicant was provided with the reply which ostensibly shows that department has been trying to heed the facts to shield themselves. |
