PDD facilitating Power theft reveals RTI query
No action against accused officials

Srinagar, Mar 1: Even after being exposed for committing power theft, no action has been initiated against the accused consumers or the officials of Power Development Department (PDD) who have been facilitating power theft. The matter had been exposed through an RTI query.
As reported one Mohammad Amin Wani R/O Chowdhry Bagh Rainawari Srinagar filed an RTI before PIO/Executive Engineer, Electric Division-II Rajbagh, Srinagar on 19.01.2018 seeking information with regard to providing duplicate electric bills for January 2018 in respect of electric installation number 26143 & 40978 maintained by Electric Sub-Division, Hazuri Bagh, Srinagar. Wani also sought duplicate
bills of installation numbers of the electric connections provided to the owners/occupants of building/shops in the building situated at Sarai-balla near Peer Dastigeer Sahib belonging to one
Abdul Aziz Wani and action taken report on the Assistant Executive Engineer (AEE) Hazuribagh's report bearing No.HZB/65 dated 22.05.2017.
Not satisfied with the reply/information provided by the AEE Electric Sub-Division, Hazuri Bagh, Srinagar vide his letter dated 07.02.2018, the applicant filed subsequent appeals.
The 2nd appeal came up for hearing before the Commission on 19.09.2018. During the proceedings, the appellant submitted that the PIO failed to provide the duplicate electric bills of the consumers in the building situated at Saraibala near Peer Dastigeer Shaib. The appellant further submitted that the PIO informed him in his reply that no electric installation is registered in the name of M/S Fancy Crockery, but the PIO has not specified the action taken or being taken against the illegal electric connection used by the M/S Fancy Crockery. The appellant also submitted that he has not been provided information regarding outstanding electric charges against Ab. Aziz Wani and his family. The AEE Hazuri Bagh Srinagar representing the PIO submitted that the appellant has not identified the building located in Saraibala about which the information is required. He submitted that as soon as the appellant identifies the concerned building, all the information including electric bills of consumers housed in the said building would be provided to the appellant.
As regards the illegal electric consumption by proprietor of M/S Fancy Crockery is concerned, the AEE submitted before SIC that since no electric installation is registered in the name of M/S Fancy Crockery, appropriate action would be taken for illegal consumption of electricity by M/S Fancy Crockery. Sources say that action is still pending.
The appeal again came up for hearing before the State Information Commission (SIC) on 17.10.2018. The AEE submitted before SIC that the consumer was found using electricity illegally and in future, FIR will be lodged under the provisions of the Electricity Act and also the case will be referred to mobile magistrate for further necessary action. As regards the direction regarding details of outstanding electricity charges against the family member of Ab. Aziz Wani, the PIO has furnished the details of 10 consumer IDs registered in the name of the possible family member of Ab Aziz Wani indicating the total amount of electric charges outstanding against each.
Sources say that some information has been provided but no action has been taken against the accused consumers and officials of the Power Department who facilitated the power theft.
