Grievance cell seeks probe against XEn REW Udhampur'

JAMMU, Mar 3: Chairman enquiry committee, constituted by Directorate of Rural Development Jammu, following directions from JK Grievance Cell, regarding alleged 'embezzlements' committed by Mohd Bashir Sheikh, Executive Engineer, Rural Engineer Wing, Udhampur, got confused as two enquiries parachuted on same matter.
According to sources, the RDD Jammu constituted an enquiry committee on 25/02/2019, headed by Shabir Ahmed Choudhary with Superintending Engineer (SE), REW Jammu, and ACDs Samba, Udhampur and Ramban, XEn REW Jammu and Technical Officer to SE (REW) Jammu as members.
"It is submitted that the contents of Administrative Department's letter No.RD&PR/Estt/ Gaz/Comp/131/2018, do not correlate to the complaint/grievance ID (999001027220) received through grievance cell. It is as such requested to clarify whether the complainant is Mohd Sadiq Poswal or Ashok Kumar Pangotra enabling the undersigned to proceed further in the matter", SE REW Jammu wrote to Director General RDD Jammu.
Meanwhile, sources said that the Directorate of Rural Development has received two complaints from the cell on same matter.
"Both complaints have been filed in Grievance Cell, against Mohd Bashir Sheikh, Executive Engineer, Rural Engineer Wing, Udhampur, who has allegedly embezzled public money, by making purchases of material on exorbitant rates, and had also deposited Rs 7.73 lacs in his personal account", sources said.
According copy of complaint available with Early Times, submitted by Executive Engineer (XEn), REW, Samba A K Pargotra from same department has alleged that Sheikh as XEn REW Samba, had purchased material worth Rs 42.84 lacs including cement and TMT without inviting tenders, that too on the bases of 'fictitious' bills.
The complaint further read that Sheikh had committed another fraud, by purchasing same material with two different rates. "For community facility centre (CFC) Diani he purchased Tar steel @ Rupees 3990 per quintal from SICOP vide bill no. SICOP-2016/20220 dated 24/12/2016 and on bases of 'fake' bills in July 2016, he purchased Tar Steel @ Rs 5380 per quintal atleast 40 percent higher rate than SICOP", the complaint read. It has also been mentioned in the complaint that the degree possessed by Mohd Bashir Sheikh, is fake, as he completed it by regularly attending classes at Jamia Millia Islamia University, that too without availing study leave. There are many allegations against his colleague has been leveled in the complaint.
Ridiculing government's silence into the matter, as entire 'scandal' which has been in public domain for past over six months, and media had also highlighted the same, sources said why the corrupt Engineer is being shield by department.
