Governor Malik is at war against corruption and terrorism

For providing the effective and transparent governance to the people of the state of Jammu and Kashmir, the Governor Satya Pal Malik is at WAR against the Corruption and Terrorism in the state. It is very unfortunate that the Rule of Law never prevailed in the sensitive state of Jammu and Kashmir in the past. The wrong policies of the Dynastic Rules of Abdullahs and Muftis as also their Pro-Separatists and Hurriayat Amalgamation approach adopted by them have actually vitiated the peaceful atmosphere in the state and had created the mess. Not only this, their appeasement policy towards the Pro-Separatists and Hurriayat Amalgamation has brought the state at this juncture where the state has attained the volcanic state from where it is not so easy to restore the peaceful and calm atmosphere in the state. Both Abdullahs and Muftis governed the state as per their whims and wishes without caring for the Central Government and the people of the state as well. There prevailed the Jungle Law all over in Jammu and Kashmir state in the past. The Central Government is equally responsible for the same as it had never dealt the issue of Kashmir not so seriously but rather handled it mindlessly in the last seven decades. Instead of controlling Kashmir with the firm hands, it further allowed to deteriorate the calm and peaceful atmosphere in the Kashmir valley. The people of the state are generally illiterates and economically bckward and need the support of the State Government both financially and in kind too. They too need the fair treatment on the equity basis but it has been witnessed in the past that the Abdullahs and Muftis have nourished their kith and kins at their cost and had allowed them to suffer a lot due to their misdeeds and actions. The countrymen have the full faith over the Indian forces who can take the things to the logical conclusion once for all. Not only this, BJP too had contributed a lot in the misdoings by the State Government under the Chief Minister ship of Mehbooba Mufti thereby endorsing the same. The state of Jammu and Kashmir is passing through a crucial stage after 1987 and the Kashmir region is presently in turmoil due to the eruption of militancy particularly after 1989 and the pro Pak elements, Terrorists, Separatists and the Hurriayat Amalgamation were enjoying the patronage of the two regional political parties of the state - National Conference and PDP, over the civil administration and had all the free field to operate upon in the valley fearlessly without any restrictions in giving the tough resistance to the security forces of the country and the political stalwarts of the country are applying the brakes to these actions for their vested interests to remain in power. PDP had dominated the Coalition Government and succeeded in releasing all the stone pelters and also withdrawn all the cases against them. During the Dynastic Rules of Abdullahs and Muftis, Police, Fake PRCs, Illegal and Backdoor Recruitment Scams occurred in the state and the orders of Inquiries were issued but all in vain as the findings of the various probes had never come in the public domain as on date which is a serious concern for all of us. Presently, the Governor's administration led by the competent Governor Satya Pal Malik is picking up the threads and trying its hard to put this state back on the rails once again in the very interests of the Integrity and the Sovereignty of the country. The state of Jammu and Kashmir has witnessed many ups and downs in the past as it was being mismanaged by the dynastic Rules of the Abdullahs and Muftis since 1975 after the Indira-Sheikh Abdullah Accord. Many a pro people steps one by one are being initiated by the the Governor's administration led by the competent Governor Satya Pal Malik in the state and in view of the same let the Governor Satya Pal Malik should go on ruling the state for another two years or more to put the state back on the rails once again. The Assembly elections which are due in the state be deferred for two years more in the very interests of the people of the state. There are conclusive evidences that his administration is quickly managing the affairs of the state with a dedicated team of the officers of the State administration under the expert guidance of the four Advisors and the Chief Secretary as well. Whatever is being done by the Governor's administration for the welfare of the people of the state is coming into the print and electronic media regularly by way of the broad adds of the State Government in the news papers as also being noticed at the ground levels. The Competent Governor Satya Pal Malik stated a fortnight ago only that his government is determined to wipe out the militancy in the state totally and it is his Endeavour to reach the people of the state. Last month, the former Chairman of the Bank Parvez Ahmed was removed from the post as he was functioning arbitrarily which caused the severe damage to the Bank. Seeing the alarming situation of the Bank the Governor's administration acted promptly in sacking the Chairman of the Bank Parvez Ahmed and in his place R.K. Chibber stands appointed as the Chairman/ CEO of the Bank. RBI too has given its nod. Generally, the people of the state have welcomed the decision of the Governor's administration at this juncture. But the PDP Chief and the former Chief Minister of the state booba Mufti has criticized the Governor Staya Pal Malik for removing the Chairman of the Bank Parvez Ahmed from this prestigious post and immediately after removing the former Chairman of the Bank Parvez Ahmed from this prestigious post, the Anti Corruption Bureau (ACB) of the state raided the HQr. of the Bank at Dalgate, Srinagar and seized the record of the Bank pertaining to the Recruitments of the Clerks, Managers as also POs besides other important documents pertaining to the loans advanced by the Bank to the borrowers mainly the various politicians who remained in power during the last three years. Now a days, the stunning revelations are being made by the Governor's administration almost every day about the mischievous role which was being played by the former Chairman of the Bank Parvez Ahmed in the matter of the mass scale recruitments in the Bank based on the favoritism, nepotism and corruption. FIRs stand already filed against the former Chairman of the Bank Parvez Ahmed along with his brother by the ACB the Police Stations in Srinagar so that they may not go scot free and it has also been learnt that the enquiries and the related investigations are already on against him and the other blue eyed officials of the Bank (culprits) speedily. After having raided the H.Qr. of the J&K Bank, ACB had seized many a important documents pertaining to the mass scale recruitments and about advancing of money to the order of thousands of crores of rupees from the Bank. The Governor's administration is opening the cards one by one in which the former CEO of the Bank Parvez Ahmed is involved. Also it is pertinent to mention that the former CEO of the Bank Parvez Ahmed had diverted Rupees 50 crores for the Golf course in the state which is certainly a wasteful expenditure out of the exchequer of the Bank to appease the higher strata of the people.
It is also important to mention here that almost all the PSUs in the state are under RED as their funds erosion was done by meeting the costs of the salaries of the employees recruited in them illegally by backdoor on the political vested interests. Similar is the case of the Cooperative Movement in the state in which all the three tiers have actually derailed due to the mismanaging their affairs by the political leaders who were the defeated candidates of the Assembly elections held in the state in the past. The sorry state of affairs in the Cooperative Institutions in the state of Jammu and Kashmir these days is a matter of concern for all of us. Prior to 1990s, the 'Cooperative Structure' was good enough but now it has become a liability rather a deformed and defunct one. It was declined particularly during the National Conference Rule in the state. One should not forget about its achievements in the state in the past. But with the passage of time it went on ruined by the successive State Governments led by the Abdullahs and Muftis. Due care was not taken at all by the State Government and rather allowed it go beyond its control. For taking the undue benefits from it, various politicians who remained in power in the state made the undue interventions in the affairs of the various institutions which fall within the ambit of the 'Cooperative Structure' in the state. Sorry to comment upon that the concerned Ministers who remained at the affairs adjusted / appointed their nears and dears in the Cooperative Institutions without applying their minds properly as there was no specific need of the same as also financial health of these institutions was not good at all resulting which they all became under RED .This aspect has tarnished the very image of the Cooperative Institutions in the state.
There are three Central Cooperative Banks working in the state named as - Jammu Central Cooperative Bank, Anantnag Central Cooperative Bank and Baramulla Central Cooperative Bank and these were declared by the NABARD as the Weak Banks and since they were not going in accordance with the stipulations as per the Banking Regulations Act, they were delicensed by the Reserve Bank of India since more than three to four years because their liquidity position was bad enough. Though they are working in the field of Banking but with certain restrictions imposed by the RBI / NABARD. For the revival and rejuvenation of these banks, a provision of more than 250 crores of rupees had been kept in the Financial Budget of the state. After every year or so NABARD usually conducts the Statutory inspections of these CCBs. The State Cooperative Bank based at Srinagar being the Apex Bank to finance the CCBs after availing of the Concessional finance from NABARD at the concessional rates of interests. Its financial position is reported to be good. A bad luck for the Cooperative Institutions in the country that "COOPERATION "is a state subject for which only the states of the country are the only the competent authorities to deal with the subject independently .This should have been in the concurrent list about which State and Central Governments may legislate issues of the "Cooperation" at least. Another feature which is very important to discuss here that the Managements of the CCBs and the SCBs are not professional ones as the State Governments usually appoint the defeated politicians to man the affairs of these financial institutions in the country as the Chairmen who act arbitrarily in adjusting their kith and kins ( who don't possess the requisite qualifications for the posts ) appointed personnel generally the blue eyed commit grave mistakes/irregularities in these institutions and after committing the same go scot free because of the political patronage, they enjoy their luxurious lives without any fear. The Governor Malik should take the concerned matter "as a solution to the grave problem" with the RBI/NABARD for making a strong strategy to deal with this unwanted situation having the unhealthy financial position of these institutions and should depute its well experienced officers of high caliber to these financial institutions for at least 5 years in order to put the same on the rails once again. This act of the RBI/NABARD would generally be welcomed by the people of the country and would be in the interests of the cooperative movement Or in the alternative the RBI/NABARD should suggest for the constitution of a Recruitment Board to select the professionals for the cooperative financial institutions working in the country. We are living in the digital era these days and there is a immediate need for the total digitalization of all the cooperative financial institutions working in the country as also for the online banking also so as to enable to do their jobs effectively and to compete with the commercial banks. If the State Government wants that Cooperative Movement should flourish further in the state for the up liftment of the farming community as also the rural families busy in the horticulture sector also, it should strengthen the capital base of the weak cooperative financial institutions which are under Red these days, from its own resources also after seeking the financial assistance from the Central Government. It is highly condemnable that that the political bosses of the state in governance in the past were considering themselves as "Above" the law of the land and they went on on doing the wrong things - gross financial irregularities as also the embezzlements even detrimental to the interests of the common man in the state. In fact they did not respect the law and had committed gross violations of the Rules in force and also put the Integrity and the Sovereignty of the nation at stake. It is very much significant that the Malik's administration has cancelled the 101 illegal appointments made by the lieutenants of Mehbooba Mufti in the J&K KVIB (during which the BJP was the partner in her government) thereby ignoring the merits of the desirous candidates to the large extent. In these appointments Mehbooba's lieutenants had absorbed their kith and kins in the J&K KVIB at the very costs of the meritorious and the deserving candidates for the requisite posts in the KVIB. The people of the state have welcomed the decision of the Governor's administration on this score. Similar action must have been done by now by the Governor's administration regarding the appointments in the cases of the Clerks, Managers and the POs. made by the sacked J&K Bank Chairman Parvez Ahmed in gross violations of the Recruitment Rules of the Bank in accommodating his relatives and the nears and dears of the PDP and BJP Ministers in Mehbooba's Cabinet. It is very strange that up to this time no such action has been taken by the Governor's administration so far which put a Question Mark on his governance. Three days back the CBI sleuths came into action in raiding the various premises of the big businessmen in the state dealing with the KVIC and it is likely the more startling news about the gross violations of the Rules and Regulations would be surfaced in the days to come. It is also to bring into the kind knowledge of the Governor Malik Sahib that as to how his Health Department is working in the Civil secretariat which took more than a year to return the file proposal for sanctioning of the posts for the Dental Surgeons in the state, to the Directorates of the Health Services asking them to reduce the number of the said posts and then resubmit the same after making of the reductions in the posts? For this petty querry, it took a year to decide by the said department. Apart from it, over the issue of the finalization of the Mediclaim Insuarance Policy for the benefits of the employees and the pensioners, the concerned Department is sleeping over the matter which raises many questions. This needs a specific answer from the department concerned. By seeing the operation all out against the terrorism in the state, it looks that the Governor's administration is very much in action these days. At the same time, it is pertinent to mention here that about 90 percent of the militancy in the valley has been wiped out by the Governor's administration and at the moment negligible percentage remains to be plugged which too be finished shortly. As is evident much from the actions of the Governor's administration that it is making the ACB more effective with the sharp teethes for bringing out of the various scams pertaining to the gross embezzlements and gross financial irregularities in the PSUs and the Cooperative Institutions by the various tainted bureaucrats and the defeated politicians, it is likely that many more startling disclosures would be there and the same will come in the public domain soon.
The Governor's administration is considered as the Panacea for all the diseases and the ills facing the state and as such Malik Sahib should remain on the Creez in the field for at least two years or more. He should remain in batting continuously in the very interests of the state and its people. From seeing all this, one can reach at this conclusion that the Governor Satya Pal Malik seems to be determined fully to bring a sea change in the governmental set up in the state. Therefore, his continuance in this sensitive state is must as the people of the state feel that there is a Rule of Law in the state instead of the Jungle Law which the people had witnessed during the Rules of Abdullahs and Muftis.
