Postmortem of Phase-I of ‘Public Outreach Programme’
Promises of setting up textile unit at Reasi; work to start on Ratle hydroelectric project confined to papers only
9/6/2021 11:52:22 PM
Early Times Report

Jammu, Sept 6: The second phase of the much-touted ‘mega public outreach’ programme of the Union Ministers is going to start next week of this month.
The nine-week public outreach programme-II in Jammu and Kashmir is going to next week and eight ministers will visit the Union Territory every week.
But people of the Jammu region are asking about the results of the first phase of this programe during which 36 Union Ministers had visited 60 locations, 52 in Jammu and eight in Kashmir.
Hundreds of promises were made with the people of the Jammu region but these promises remained only on papers. With much publicity, the first phase of this programme was held from 18 to 24 January 2020. During the period Union Ministers were found in every nook and corner of Jammu province.
While reaching the public, ministers made a number of promises to change the socio-economic conditions of the people of the Jammu region, who according to the ruling BJP, were facing step-motherly treatment due to Kashmir-centric politics.
Being the voice of the people, The Early Times has decided to conduct a review of the promises made with the people of the Jammu region during the first phase of this programme and the reality on the ground.
As the first phase of this programme was launched five-month after the abrogation of Article 370 and 35-A, people of the Jammu region were hoping that after revocation of these two articles their destiny will be changed.
But, it is a hard reality that promises made during phase one of the public reach-out programme remained only on papers, and Jammuities now feeling cheated and betrayed by those at the helm of the affairs.
What to say of fulfilling promises the present regime, hijacked by a coterie of Babus, is appeared to be hellbent to snatch even the livelihood of the people of the Jammu region.
• Status of the promises made by Union Ministers during the second day of their visit
Promise
• The then Textiles Minister Smriti Irani, while addressing meetings at Panthal and Katra areas, had promised that a textile unit would be set up in Reasi district while asserting that a “new wave of development has just begun” in the Union Territory.
Status
• Even after passing over one year and nine months nothing concrete has been done. To date promises remained only on papers.
Promises
• The then Power Minister RK Singh had declared that work on Ratle and Kiru power projects over river Chenab in the erstwhile Doda district will start soon. He said the people who met him also demanded the start of work on these two projects immediately.
Status
• Work on the 850-MW Ratle hydroelectric power project is still stalled. The hydroelectric project is a run-of-river scheme located on river Chenab in the Kishtwar district of the union territory.
• The preliminary work such as the construction of access roads and diversion tunnels was started in 2013 but the work got stopped due to various issues cropping up between the then government of Jammu & Kashmir and the company to which the contract of the project had been awarded.
