| Jammu's Baglihar project construction to continue | | Raymond Lafitte's report unlikely to end dispute | | | NEW DELHI, FEB. 10: Come Monday (Feb. 12), the much-awaited report on the much-publicised Baglihar hydroelectric project of the Jammu region will be made public by the World Bank-appointed neutral expert, Prof. Raymond Lafitte. According to informed sources, the decision of the neutral expert for the Baglihar dam may not end the dispute between Pakistan and India as the report he is expected to release on Feb 12 favours both.
If the latest message from these sources were any guide, Prof. Raymond Lafitte has not accepted Pakistan's premise that the dam violates the 1960 Indus Water Treaty. But Prof. Lafitte also rejected India's position that there was no need for changes in the dam as it fulfilled all requirements of the treaty, sources said. In doing so, Prof Lafitte is expected to suggest that India reconsider the size and design of the spillway it is constructing at Baglihar.

Emphasising that it was not seeking any “exclusive sphere of influence” in South Asia as “often misconstrued”, India said the countries of the region need to work with “mutual trust and confidence” for the common future and that New Delhi was ready to take the initiative in this regard.

JAMMU | Feb 10
On the instructions of Minister for Transport Hakeem Mohammad Yaseen, the Deputy Commissioner Srinagar today conducted a surprise inspection of the State Road Transport Corporation (SRTC) Headquarters at Srinagar. During the inspection 131 employees were found absent from duty.
The Minister on receiving the report from the Deputy Commissioner Srinagar ordered suspension of absent employees besides directing for deduction of one days pay on the pattern of “No work, No pay”. He further said that most of the absent officials would be attached with other offices of the corporation.
