Early Times Report

Jammu, Apr 8: Much to the discomfort of local intelligence agencies, Hizul Mujahideen released the photo of Assam militant, Qamru Din carrying a AK-47 rifle.
Din's joining the Hizb ranks was reported by Early Times yesterday.
As per the details available with "Early Times", security forces after eliminating Mohammad Toufeeq of Telangana's Bhadradri Kothagudem District in an encounter with Security Forces during intervening night of March 11/12 this year at Hakkora in Anantnag District, Qamru Din has now become another non local poster boy of HM which is presently busy in recruiting the local youths after suffering massive dent in ranks due to killing of its various top rank commanders in encounters with security in last year as well as in first quarter of this year.
The photograph released by the HM on social media shows the newly joined Assami resident carry the weapon in his hand displaying his full details and the address.
The photograph stated that Hamza Hizbi with organization HM while is full name has been written as Qamer-uz-Zaman son of Ibrahim Zaman Resident of Assam India, code Dr Hurairah having the qualification in Master of Arts in English.
In the photograph Qamer was seen wearing blue color jeans, sports shoes and black T-shirt which suggested that he had joined militancy last summer.
The sources said that after joining the militancy , he travelled to different areas of Kashmir valley, particularly to South Kashmir Anantnag District and acted as courier between the valley based militants and the militants operating in Kishtwar District aiming to revive militancy in the Chenab belt.
"Being Assami-it is not easy for the security forces to suspect him as and when he travelled from one place to another , " said the sources who even did not rule out that the said non local might have transported the weapon from Kashmir valley to Marwah and Dachhan areas without being suspected.
The sources termed it as a major security lapse on part of the local police who despite having the inputs of his joining militant ranks failef to act on time.
"We have repeatedly told the senior police officers about Qamer Din's joining militancy and his suspect movement along with some unknown militants--- but they did not listen as they feel that they are being mislead by the agencies including local army intelligence, " said intelligence sources.
It is pertinent to mention that Qamer Din was running a cloth shop in Kishtwar posh locality in Chinar Gali area from where he suddenly disappeared during early 2017 and since then is not traceable. He had stayed in America for nearly 4 years from where he shifted to Bangladesh where he stayed for about two years before returning to India. The sources said that his wife also sought the help of Kishtwar police in tracing him but police failed before the intelligence agencies sounded an alert and finally his movement was traced in militancy hot bed of Dachhan and Marwah after he was seen along with another 21 year old youth Osama Javed from a Dachhan village.
After waiting for few months for her husband to return, his wife returned to Assam along with her minor son.
