Additional charge syndrome hits technical institutes in Jammu

SRINAGAR, Apr 8: Industrial training institutes have become victims of political neglect in the state as many heads of the institutes have been either placed on irrelevant places or promoted without posts.
Adding more confusion to the whole scene officials who have been promoted and posted in these institutes have been adjusted in the office of the Directorate and Deputy Directorate mostly at Jammu rather than Srinagar.
The state government vide order number 28 Edu (Tech) of 2018 dated 8-3-2018 has led one more institute headless by placing Ravinder Singh Bhatti, Superintendent ITI Bhaderwah in the office of Deputy Director, Technical Education, Jammu. The additional charge of ITI Bhaderwah has been assigned to Madan Singh, in-charge Superintendent Women ITI, Doda.
Sources said that the government had already left number of institutes headless by placing their heads on irrelevant places without any necessity. The additional charge of ITI Basoli has been assigned to Superintendent ITI, Ramban under the same government order issued under endorsement number Edu\tech\ITI\2018 dated 8-3-2018.
"The superintendent of ITI Basoli has already been posted in the Deputy Directorate of Technical Education, Jammu. Besides many other industrial training institutes like Bilawar, Reasi and Banihal have been rendered headless. Head of the institutes like Ruchi, Anoop Sharma, Amanpreet Singh and Amandeep Singh have been placed in the office of the Deputy Directorate Jammu," said sources.
Sources said that the charge of these institutes has been assigned to other head of the institutes which resulted in zero work culture. Due to this whole mess training programme in shambles in these institutes resulting in wastage of huge funds offered to these institutes under Public Private Partnership (PPP) mode.
"The government has posted six deputy directors and placed them in the strength of the Directorate against the sanctioned strength of three only. Out of the sanctioned strength of three deputy Directors i.e., Deputy Director Kashmir, Deputy Director Jammu and Deputy Director VTIP, the government has rendered three more institutes headless by posting three principals of ITIs as extra Deputy Directors in the Directorate i.e., Deputy Director Examinations, Deputy Director ITIs and Deputy Director Trainings," said sources.
Sources said that these posts of deputy directors neither exist in the creation list nor figure anywhere in the strength of the Directorate. The additional charge of head of the institutes and promotion without posts has become rampant. They said that the department is planning to elevate some undeserving junior most blue eyed officials against the vacancies caused by the placement of head of institutes at un-necessary places and against the posts having no recruitment rules.
"These junior most blue eyed officials were recently promoted as Technical Assistants and Junior Engineers in violation of recruitment rules by the Directorate vide order no 272 of 2017 dated 30-3-2017 and 273 of 2017 dated 30-3-2017 for their vested interests. The placement of head of the institutes to un-necessary places is also being done to block the employment avenues of direct quota posts," said sources.
