Govt bends rules to adjust legislator's son

Jammu, Apr 8: In yet another incident of nepotism in PDP-BJP regime, rules have been bent to adjust son of a legislator who was earlier absorbed as a contractual junior agriculture assistant, to the post of an officer in the Tourism department.
Sources informed Early Times that the legislator's son was firstly appointed as Junior Agriculture Assistant of Agriculture Production department on contractual basis and later wide order No. 195-GAD of 2005, he was placed at the disposal of Tourism department as Assistant Tourist Officer (ATO) for his adjustment against a suitable post on the same terms and condition which are governing his appointment in the Agriculture Production department.
"As per Jammu and Kashmir Tourism (subordinate) Services recruitment rules, 1990 (Schedule II), eligibility of Assistant Tourist Officer is graduation from a recognized University with adequate knowledge of history, Geography of the state with Knowledge of one foreign language (Russian, French and German) or diploma in Travel and Tourism from recognized institute", sources said.
They further said that the blue eyed candidate has done graduation in Agriculture, hasno diploma in particular field and has no knowledge of any foreign language.
"After serving for two year as Assistant Tourist Officer in Directorate of Tourism Jammu, the then Secretary to Government Tourism department vide order no 73-TSM of 2007 has transferred the candidate from Directorate of Tourism Jammu to Kashmir. Interestingly, in such transfer order the department mentioned the designation of Contractual appointee as Junior Agriculture Assistant in subject of the order", sources said.
The adjustment of legislator's son in Tourism department, evoked resentment among qualified candidates as many having degree, diploma in tourism were deliberately ignored by the then PDP-Congress government and preferred a graduate in Agriculture for the post of Assistant Tourist officer.
The directorate of Tourism Kashmir in beginning of 2016 has published a list in which they regularized contractual employees as Assistant Tourist Officer in the department. One candidate in the list is having qualification as B.Sc in Agriculture, whereas few other candidates, who have been confirmed, are Matriculates or simple Bachelor in Arts.
Criticizing government, the candidates having professional degrees in Tourism subject lamented, "The University of Kashmir as well as Jammu had started degree courses in Tourism in year 2000 and in 2002, the first batch of professionally qualified candidates had passed out, but majority of them had to move to other states for jobs or many other change the profession, despite having huge tourism potential in the state", sources said.
In Jammu and Kashmir, Tourism department is a large department and some allied departments including Tourism Department, Jammu and Kashmir, Tourism Development Corporation, 28 Tourism Development Authorities, Golf Grounds beside others. But in all these organizations, majority of manpower appointed by government, from time to time, is unprofessional, despite having abundance of professionally qualified candidates.
