Ex-Dir JCCB levels serious allegations on Goswami | | | Early Times Report JAMMU, Sept 15 : Ex-Director of Jammu Central Cooperative Bank (JCCB) Balbir Singh today gave detailed account of acts of omission and commission activity caused by Managing Director (MD) of Bank Ashok Goswami in the ongoing process of elections. He disclosed that bank has remained in the clutches of particular section of unscrupulous people on the management of the bank which were repeatedly superseded by government on serious charges of mismanagement and acts of serious financial irregularities. However, unscrupulous officers like Ashok Goswami managed their repeated entries back to the bank for their ulterior and extraneous purposes. There are several inquiry reports gathering dust in the files of Cooperative Department which are awaiting action against them for year together. Expressing his stock, he stated that what will be the fate of the Bank whose ex-chairman recently superseded and present candidate is on anticipatory bail from the High Court is a pending FIR against him and another officer of the bank Kuldeep Kumar Gupta. Bank eroded and slipped into "D" category due to poor performance of this candidate who is none else but Dinesh Kumar Gupta. Wasteful expenditures on huge printing of gift cheques in the year 1997, laying off foundation stone ceremonies twice on the same plot with no practical construction work of bank building and huge losses to the tune of crores of rupees to the Citizen's Cooperative Bank are the notorious feathers to his cap. Enquiry report of Joint Registrar Audit bearing No. JRAJ/361 dated 31.05.2004 on the basis of which authorities of the Office of the Registrar Cooperative Societies have proposed cancellation of their membership and initiating proceedings against them through State Vigilance Organization still await action. Revealing further Balbir Singh stated that even the notification prepared by Managing Director and issued under the signature of Administrator of the Bank is unlawful and against the spirit of right of equality enshrined in the Constitution of India. The notification is against the spirit of section 29 (6) of the J&K Cooperative Societies. |
