J&K orders blackout of anti-Islam film but govt needs to rethink decision to block YouTube, FB

JAMMU, Sept 21: Keeping in view the religious sentiments of the majority community and to maintain public order, the Government today ordered the blackout of the controversial anti-Islamic film but it needs to rethink its "decision" to block YouTube and Facebook if the need arises.
YouTube is the major information provider to lakhs of students and other internet users in the State; so its blocking would in turn block the flow of information to them. Strict instructions ought to be served to YouTube and social networking site Facebook to ensure that no objectionable comments were posted, or shared by the subscribers on the two sites.
Instead of blocking the two sites, those, who were found sharing the film contents, or making objectionable remarks on the issue, need to be barred from using the social networking sites to spread hatred and public disorder. The two sites should also filter the contents before these were posted.
The Government order directed internet and telecom service providers to take all measures, including blocking 'Youtube' and Facebook' if needed, to ensure that the controversial film deemed offensive to Islam is not accessible to subscribers in the State.
The order to this effect was issued by the State Home Department, invoking the powers conferred under section 5(2) of the Indian Telegraph Act 1885.
"In the interest of public safety and for maintaining public order, the Government directed all licensed Telecom Service Providers and Internet Service Providers to make arrangements to ensure that their subscribers in Jammu and Kashmir should not be able to download or upload the contents" with regard to the video, the order says.
"If necessary, due to technical reasons, the Fully Qualified Domain Names shall be blocked viz www.youtube.com, www.facebook.com etc," the order reads.
"They shall also ensure that the bulk mails that are being generated from their subscribers do not contain this file/versions of this file and the content and in case of suspicion (or) detection, the same shall be blocked and filtered," it said.
