Jammu, Sept 26: The Congress has been put into a quandary after the coordination committee of Sarpanchs and Panchs asked either fulfill its election manifesto regarding implementation of constitutional 73rd amendment in the state. Talking to reporters here this evening convener of coordination committee Shafaqat Mir took congress to task for its failure in pursuing the National conference the major alliance partner to implement the 73rd amendment of Indian constitution for empowerment of Panchayats in the state.
Mir who along with 10 member team of Sarpanchs is leaving for union capital to meet general secretary of All India Congress Committee Rahul Gandhi tomorrow said if NC does not agree to implement the 73rd amendment congress should pull out of coalition.
"The youth congress leaders are day in and day out making statements on implementation of 73rd amendment which has no fun. Congress MLAs can bring a resolution in assembly in this regard and if NC does not support, they should pull out of the Government" he added.
Mir while expressing grave concern over killing of three Sarpanchs by militants in Kashmir valley after they gave an open threatening to Panchs and Sarpanchs in Kashmir in April this year said this is a great blow to resuming of democratic process in the state. He accused both state and central government for their failure in providing security to Panchs and Sarpanchs. He said the prime concern during tomorrow's meeting will be security for Panchs and Sarpanchs. But the implementation of 73rd amendment will also be discussed with Mr. Gandhi and other national leaders. He demanded Rs 20 lakh as ex gratia for the victims' families. It may be recalled earlier BJP and PDP have taken Congress to task for its failure in implementation of 73rd and 74th amendments of Indian Constitution in J&K. The BJP too has asked congress to show guts and leave coalition instead of misleading people on the name of empowerment of Panchayats.
