| RTI has been `molested' and PSGA is not working | | A fractured Panchayati Raj | | Early Times Report Jammu, Oct 12: At a time when National Conference is trying to project Omar Abdullah as the most dynamic Chief Minister Jammu and Kashmir ever had, the commoner is worried for LPG which the Omar led Government has failed to provide despite his proximity with the Congress party. There is no denying the fact that the NC led coalition extended the RTI Act, held Panchayati Elections and gave the Public Service Guarantee Act but, can all this paper work be termed development? The stand of National Conference on Panchayat empowerment has exposed its tall claims of taking governance to the people. The NC leadership believes adapting Indian Constitution's 73rd amendment would dilute State's autonomy. This argument has not gone well with noted legal expert of the state and former Law Minister, Muzaffar Husain Baig. He has accused NC of surrendering whatever autonomy was left with the state in 1975. The other major achievement is the `molestation' of the RTI Act, says a media student who has been keeping a record of NC statements for quite some time. According to him NC has been boasting of Panchayat Elections, Public Service Guarantee Act (PSGA) and the Right to Information Act (RTI). A human rights defender, who got vital information from the various Government departments including the CIK and the Army, accuses the Omar led Government of taking the soul out of the RTI. The PSGA is simply not working. Of course the Patwari gives the revenue papers but in lieu of a consideration. The PSGA has not changed him. People still have to pay for a ration card and a driving license. Omar did not even spare the state's `toothless tiger'-the State Human Rights Commission (SHRC) which showed courage for the first time by delivering a bold judgement on mass/unmarked graves in North Kashmir. The SHRC was told to take its hands off the issue. For the first time in the history of the State, the people are out on streets for LPG. They have been protesting shortage of electricity and potable water. His is what is visible on the ground and this is what development has given to this hapless state. |
