Ban on inter district transfers threatens to break marriages

Jammu, Oct 24: Ban imposed by the state government on inter district transfers is threatening to break innumerable families in the state. Women government employees are the worse sufferers of such a ban which seems to tlack foresight, compassion and comprehension.
Ban on inter-district recruitment and inter-district transfers was apparently imposed in the interest of the administration to ensure better utililization of services of the employees within the districts of their domicile, but the ban has turned out to be bane for many as many women who had applied for various posts before the marriages, disclosing certain district to be the district of their domicile, were posted in the same districts, but in many cases, their domicile was changed following their marriages in other districts.
"I applied for the post of teacher in 2007 from Kathua district, but the selection process was completed in 2009. Since then I have joined in Kathua, but in the meanwhile, I was married in Reasi, and now I am forced to live in separation" divulged Sangeeta, a government teacher. However, there is another dimension to Sangeeta's agony. Her husband, a middle rung government officer is posted in the periphery of Reasi District and cannot shuttle home everyday.
"Both our parents are old and have to stay alone, but I have been told that inter district transfers have been banned and hence I can not be posted to Jammu district even though after marriage, it has become my legitimate district of domicile" Sangeeta added.
Sources disclose that there are hundreds of cases of this nature, but decision has to be taken by the government. Since many a families are affected, people are looking for candidates to make representations on 'mutual' basis and even money is being offered to less interested 'mutual' candidate.
Harsh Dev Singh, former minister for education had raised the issue in the last session of the state assembly, calling upon the government to consider the district of domicile of the husbands as that of the married women while making postings. However, with school education portfolio literally unmanned, the files seeking transfers on mutual basis have continued to pile up in the civil secretariat.
