JAMMU, Nov 1: Member Parliament Lok Sabha Madan Lal Sharma convened a meeting to review the progress of works sanctioned under Member parliament Local Area Development scheme ( MP LADS) during the 15thLok Sabha. District Development Commissioner Jammu Sanjeev Verma, Additional DDC, Chief Planning Officer, Jammu, Superintending Engineer, PWD (R&B), Power, Assistant commissioner Development & Block Development Officers were also present in the meeting. Sharma reviewed the performance of the programme upto March, 2012 and that of during the current year (2012-13). The DDC informed that the expenditure level, up March 2012, was 100% against an aggregate availability of Rs. 6.50 Crore, thereby ensuring completion of 384 number of works against 419 number of works sanctioned during the first three years of the 15th Lok Sabha i.e. 2009-10 to 2011-12. 35 number of spill over works have been completed during 2012-13 (as on ending September, 2012). It was informed that an amount of Rs. 5.00 Crore including 2nd instalment of last year, amounting to Rs. 2.50 Crore stood received till date, against which an amount of Rs. 174.37 Lacs has been utilized as on ending September, 2012 and 114 number of works have been sanctioned in the current year. Member Parliament expressed satisfaction on the pace of works under execution, with the Rural Development Department, Public Works, PDD, etc and reviewed in detail status of each work under execution. 55 number of works are under execution in different blocks in the district, 6 numbers with Power Development Department, particularly with regard to installation of High Mast Lights, & 4 major works still under execution with the PWD (R&B) of Jammu district. Madan Lal said that the programme has contributed a lot in mitigating the sufferings of the rural masses, by addressing their immediate needs and Jammu-Poonch Lok Sabha Constituency has been rated one among J&K to secure timely release /utilization of funds from the Ministry of Statistics & Programme Implementation, Government of India. It was also disclosed that 100% expenditure has been registered during the first three years of 15th Loak Sabha and no violation of the MPLADS guidelines have taken place in selection of works, even in the other three districts i.e. Rajouri, Poonch & Samba of the constituency. Sharma emphasised that completion of works within the prescribed time schedule shall be given thrust, in order to provide immediate benefit of the facilities, being created, to fill up the infrastructure gaps and providing hygienic conditions to the rural masses, with the objectives to instil a sense of good environment in their surroundings. He also exhorted upon the officers to observe all codal [procedures while executing works sanction, ensuring transparency. Active involvement of elected panchayats, in the process of planning, implementation, monitoring and conducting social audit in all Centrally Sponsored Schemes i.e. MGNREGS, IAY, NBA, SGSY, IWDP (Haryali), etc shall be ensured. |
