Police cannot act like LPG delivery boys

Srinagar, Nov 10: The Practice of handing over everything from VIP movement, law and order maintenance and now distribution of LPG cylinders to police is a sad commentary on the affairs of the administration and the political establishment that has increasingly started depending for its survival on the men in Khaki.
Putting the police under tremendous pressure for jobs it is neither trained nor constitutionally permitted to handle something that needs to be checked right now or else we will have a situation where some among the men in uniform will start directing the course of events in the State.
It is not about whether the IAS is superior to the IPS or not. The basic premise of democracies both in India and Britain to where we owe the roots and genesis of our bureaucracy and polity, is that the police would act at the pleasure of the political establishment and the supervision of the bureaucracy.
The Chief Secretary is under the Indian Administrative System the superior officer of the DGP, the Divisional Commissioner of the IGP and the district magistrate of the SSP. Although both the bureaucracy and the police are there to complement each other in the service of the people there is no denying the fact that the two must act in complete unison and not cross purpose to one another.
The Divisional administration recently passed directions in the Valley that the offices of the rural Dy. SPs and police stations across the Valley would function also as distribution points for the sale of LPG cylinders. How is the police supposed to bail out the system from every crisis? This is not the right systematic approach to problems. Separatism, terrorism, meddling in politics, keeping an eye on political rivals, eavesdropping on them besides other handlings on behalf of the political establishment, the police in J&K is assigned duties it is not entrusted either in its list of duties nor as per the provisions of the police rule.
The civil administration must do its duties within its jurisdiction and responsibilities. It should not be assigned duties it will be embarrassed to perform or those which will relegate its real duties to secondary preferences.
