| CM controlled CVC can't root out corruption | | | early times report Jammu, Nov 10: The appointment of Chief Vigilance Commissioner (CVC) will neither serve the intention of government in tackling corruption nor will help in moulding public perception about seriousness of the government on this account. As per the State law CVC will not be a constitutional authority. It's a statutory body. It's not independent of the government control. As per the Act, the CVC had to report to the Chief Minister and not to the Governor and will take his approval or call to get sanction for registering and prosecuting the corrupt official. The existing law unless amended to make CVC a constitutional body, could be used and seen in a maligned way like CBI for political purpose. It's for this reason than that a voices are being raised to give constitutional status to Chief Vigilance Commissioner of the Centre. Vinod Rai, heading CAG, had said there is perception that CVC should be made a constitutional body. Jammu and Kashmir has been dubbed as the second most corrupt State by Transparency International. State Vigilance Organisation (SVO) is awaiting sanction to from General Administration Department (GAD) prosecute 64 officicials). GAD falls under Home department headed by Chief Minister himself. Only GAD can give sanction to SVO produce challan against the government official in the court. The appointment of the CVC had also been embroiled in controversy. PDP president Mehbooba Mufti had walked away from the meeting convened to select the name of former DGP Kuldeep Khooda for the post. She had cited pending case against him though the case has been closed but it did cast aspersion on the political linkage or inkling of the Khoda who is to be the first CVC, as claimed by chief minister Omar Abdullah. The appointment of controversial person, who has set the record of being the longest serving DGP, should have been avoided. The State government by not taking into consideration the points raised above, will make officials, who are marked as corrupt, to toe its line when the government goes into polling mode next year. The PDP had proposed to bring the amendment for making it constitutional body and the government should bring an amendment at the earliest for the same to bring transparency where even non-descript patwari had reportedly amassed crores and official of the rank of Divisional Commissioner has been challaned by the Vigilance Organisation.
