Early Times Report

Jammu, Nov 25 : Before the plan for installing an all-weather proof fence on the LOC and the IB in Jammu and Kashmir was finalised the troops guarding the border with Pakistan have been asked to upgrade the security grid in order to prevent Pakistani agencies, including the Army, from executing their plan of pushing groups of militants into India's border state.
Official sources said that though the union Home Ministry has approved the idea of raising an all weather fence on the border after field reports had indicated that the barbed wire fence would get damaged owing to heavy snow in north Kashmir.Rough estimates revealed that he border fence used to get damaged which would facilitate ingress of militants. Sources said that when the union Home Secretary, R.K.Singh,visited the border areas in Jammu and Kashmir he was told that there was need for raising an all weather fence which could not allow militants to sneak into the state. He was told that since over 60 per cent ingress bids were foiled because of the eight feet tall barbed wire fence it had become imperative for the Government to have a solid fence which would not crumble under the weight of heavy snow.
Singh had informed the state police authorities that he would send a team of engineers to examine the feasibility of raiing a concrete fence on the type of the pillars that had been built for the gondola project in Gulmarg.
Sources said that after the Union Home Ministry formulated the fencing project the plan was to be submitted to the Ministry of Finance for sanction of funds. Till the project was cleared and completed the troops have been asked to ensure that the gaps between one border outpost and the other were reduced so that militants got no opportunity for crossing into Jammu and Kashmir.
The troops have been advised to install gadgets including sensors on the border so that movement of militants could be watched and measure were taken to check ingress. These steps were needed after agencies across the border were trying to divert peoples' attention from the internal crisis, the outcome of step up in terrorist activities, by helping terrorists in crossing into Jammu and Kashmir for the purpose of giving teeth to subversive violence.
