Gujjar Mahasabha demands inclusion of RSS, Hurriyat in talks

JAMMU, Dec 25: Nobody had ever thought that any organization would ever place the RSS and the All-Party Hurriyat Conference (APHC) at par and urge New Delhi to start a dialogue process in which the RSS and the APHC should be involved in order to resolve the over 65-year-old Kashmir issue. But it happened on Monday. The All-India Gujjar Mahasabha (AIGM) equated the nationalist RSS with the separatist APHC and demanded their inclusion in the dialogue process suggesting that their involvement in the discussion is necessary for resolving the Kashmir issue. The suggestion was made during the general body meeting of the AIGM held in Jammu under the chairmanship of its president Choudhary Hussain Lodha. The AIGM also demanded inclusion of Gujjar leaders from both India and Pakistan like Chief Justice of Pakistan Supreme Court Iftikar Choudhary in the dialogue process.
To be more precise, the AIGM suggested that if the issue of Jammu and Kashmir is to be resolved on a permanent basis and peace restored in the region, the participation of the RSS, the APHC and Gujjar leadership has to be ensured. In other words, it suggested that the RSS, APHC and the Gujjar community are the three main factors which needed to be appreciated in order to settle the Jammu and Kashmir issue.
The AIGM sprung two surprises. One, it, like the Kashmir-based organizations, both separatist and otherwise, suggested that Jammu and Kashmir issue is yet to be resolved. The issue of Jammu and Kashmir was settled on October 26, 1947, when Maharaja of the State, Hari Singh, signed the Instrument of Accession and linked the fate of the State with the Indian Dominion. The AIGM, which otherwise hails the Indian Constitution, committed a grave blunder by raking up the already settled issue.
Two, the AIGM equated the RSS with the APHC. The RSS and the APHC represent different ethos and preach diametrically opposite ideologies. The RSS stands for the unity and integrity of India, as also for a hard stand as far as Pakistan is concerned. It also vouches for a system that has no place whatsoever for Article 370. In other words, the RSS wants New Delhi to treat Jammu and Kashmir at par with other States of the Union. On the contrary, the APHC, everyone knows, stands for the State's separation from India on the ground that it is Muslim-majority. Besides, demanding roll back of everything Indian from the State, the APHC advocates accommodation of Pakistani viewpoint on Jammu and Kashmir, as it considers Islamabad one of the three "main stakeholders" (read Kashmiri-speaking Sunni Muslims, India and Pakistan) in this part of the State.
The fact of the matter is that the AIGM put forth a suggestion which will never click. It would have been better had the AIGM dismissed with contempt the APHC and similar other outfits as irrelevant and announced that it didn't endorse the view that Jammu and Kashmir was an unsettled issue.
