School children overloaded in Auto-Rickshaws, Vans
Shocking: No takers of advisories issued by Govt and Traffic Police..?

Jammu, Feb 13: Notwithstanding the advisories/warnings by Deputy Chief Minister Tara Chand who holds the portfolio of School Education as well as top brass of Traffic wing of Police Department, numerous school going children are facing grave risk while going to their respective schools and on their way back to home.
While Traffic brass and officials of Regional Transport Office, Jammu are claiming of gearing up their initiatives to check any kind of the deficiencies in School Buses, the Supreme Court guidelines are openly being violated every day.
Besides number of certain private school managements, even parents are also to be blamed for the same. Ironically, the Traffic police wing as well as Regional Transport Office (RTO), Jammu has miserably failed to check the menace, which has left small children at grave risk.
A random survey conducted by ET team of the city and the outskirts came across startling revelations. Every morning, school children are being ferried on number of old model school buses, which are not worth to ply on roads. And in some cases ET team detected that in number of school buses, the helpers/conductors were missing.
Furthermore, a good chunk of children admitted in different private schools of Jammu go to schools on private Vans or Auto-Rickshaws. There are number of schools, which are situated in narrow lanes of the city where the mini-school buses or school buses are unable to ply. In such cases, either private school managements or parents at their own hire Auto-Rickshaws, the operators of which lift the children in bulk (overloaded) thereby violating the traffic norms.
Shockingly, the Traffic police personnel deployed on several points virtually fail to detect the violation. Worth to mention here that yesterday, RTO, Jammu, Arvind Kotwal constituted a committee headed by Chief Inspector Board of Inspection, Jammu and comprising DySP Traffic, South, Jammu and Two Motor Vehicle Inspectors of Motor Vehicle Department as members to inspect school buses of schools in and around Jammu. But the officials concerned at helm of affairs seem to have failed to detect the root-cause of mishaps.
Just by making inspections of school buses will not solve the purpose as they (officials) also know very well that all the vehicles (commercial) have to get annual passing certificate issued by none other than RTO itself. When they obtain the NoC to ply on the road then what kind of inspection would be made by them? It seems it is just eyewash to cover the recent tragedy where in a school girl was crushed to death by the school bus here in the city. Will anyone from the Omar Abdullah led Government realize the gravity of the issue and act promptly to stop such mishaps?
