| PDD Engineers, employees warn strike | | Attachment of AEE, 6 employees snowballs into a major controversy | | Early Times Report
JAMMU, Feb 15 : The attachment of Assistant Executive Engineer (AEE) Maintenance Sub Division Hiranagar has snowballed into a big controversy with employees and engineers of Power Development Department (PDD) openly challenging the Minister's decision and terming it a personnel vendetta.
PDD engineers belonging to degree and diploma cadre as well as the employee have taken strong exception to the Minister's decision regarding the attachment of AEE and warned agitation in case the attachment order was not rescinded.
The organizations of both degree and diploma engineers of PDD as well as employees of the Department are up in arms against the MOS Power who issued orders for the attachment of the AEE for poor realization of revenue. Contesting this the power engineers and employees gave details of revenue collection in the Sub Division Hiranagar and termed it best performance all over the state.
Besides AEE, six other employees of the Sub Division were attached to Executive Engineer's office.
The Degree engineers who held an emergency meeting soon after the issuance of attachment order of AEE by Principal Secretary Power on the instructions of MOS Power termed it highhandedness on the part of Minister saying that if Hiranagar AEE is attached for such a good performance and revenue realization then all engineers deserve the same treatment. They while giving figures of revenue realization in Electrical Maintenance Hiranagar term it very satisfactory and demanded that the attachment order be revoked immediately failing which the power engineers will suspend the work.
They have warned to go on strike from February 17 in case the order was not revoked by that date.
The engineers said that Hiranagar Sub Division has 95 percent revenue realisation in commercial sector and 90 percent in domestic sector. The revenue realization from Government to Government sector is poor but for this thing the AEE or the staff of the sub division is not to blame, they added.
They were followed by Diploma engineers of the PDD who while taking the serious exception to the attachment of the order said this has demoralized the engineers and other employees of the Department. The meeting which was chaired by the general secretary of the Association Vagesh Sharma demanded immediate rescinding of the order. The Power employees of Kathua who protested yesterday termed the Minister's decision un justified and unwarranted said that the AEE was made a scapegoat for some other reasons. The power employees while holding Government responsible for lapses said that the Department faces manpower shortage and for last 32 years no reorganization was done. There is total adhocism in the Department as it is being run by casual employees, said PC Sharma president PEEU.
He said the posts are stagnated for years tighter and there are no promotion prospects for the employees. There is no provision for Risk Allowance. Even a private laborer is getting the insurance cover but no such facilities are for power employees. Hew also alleged that the DPC was not conducted for a long time now.
According to sources this is not the only cause the metering is totally incomplete and despite having electronic meters with the Department the authorities hesitate in installing them faring public assault. The Government should assign the reasons why installation of metering was stopped as it would have helped in revenue realization. The lapses are not only on the part of employees or engineers but Government itself, sources added. |
