| 'Distribution of MLC seats to politicians violation of Constitution' | | | Early Times Report
Jammu, Feb 15: All India Backward Classes Union President Abdul Majid Malik today termed distribution of MLC seats to politician as "violation of the State as well as Central constitutions." "Under the State-Central Constitution under Art 171(3), the distribution of MLC seats is not meant for the politician. These seats are only for the social workers, persons having good knowledge of the society and are also meant for the ungrouped sections of the societies who do not get their representation through elections of MLAs," Malik said in a statement. "But in J&K this distribution is only for the politicians, even for those who lose elections. Coalition partners must mend their ways of working and should go by the constitution to respect the democratic set-up in the state as well as in the whole country," he added. Malik demanded that keeping in view the Art 171(3), eight MLC seats must be given to the state OBCs in particular as there is zero percent share of these castes in the Legislative Assembly. "Besides, about 21 years have passed the treacherous rulers of the state have not implemented the Mandal report in the State. The rulers have looted and cheated the State OBCs in the name of RBA and ALC. Government should shun the mis-use of Article 370 as a muscle force and should grant 27 percent reservation under para-95 of the Apex court's judgment of 1992 which speaks of the horizontal reservation for RBA & ALC," he said. "Due share in the BDC's, corporate elections and municipal elections be given to the State OBCs," Malik demanded. |
