| DDB meetings shelved to conceal lapses: Harsh Dev | | | early times report Jammu, Feb 16: National Panthers Party MLA and its chairman Harsh Dev Singh today flayed the state government for its failure to hold review meetings of various District Development Boards (DDBs). In a statement, he said that review meetings of DDBs used to be a regular feature of planning process and such meetings were finalized and conducted in all the 22 districts of the state well before December or January end. He regretted that government has committed a lapse during the current year and abdicated its fiscal responsibility as no review meetings were possible in future in view of Assembly schedule having been announced. Rapping the government from shying away from review meetings, he said, "Decision appears to be deliberate as the coalition government has faltered on several fronts with negligible progress having been achieved in implementation of plans and poor delivery recorded on the ground." He said that whereas the government had failed to show expenditure and utilization of funds on the ground, there were several central schemes in respect of which funds had not been released to the districts despite financial year coming to close thus "making a mockery of the Planning process." Quoting a few instances, Singh claimed that more than 50 percent funds under NABARD, LIC, State Sector, District Sector, AIBP, Tribal Sub Plan, Bad Pocket initiative, Tied grants, Finance Commission Awards besides several other heads had not been released to the districts "making it almost impossible to ensure utilization of the same and to incur expenditure before the close of the current financial year."
