| New initiatives taken in PHE, IFC department to bring transparency: Sham | | | Et Plus Report Jammu, Mar 7: Minister for PHE, Irrigation and Flood Control Sham Lal Sharma today informed that a new system for the procurement has been evolved in the department to bring out transparency. Minister said this while replying to a supplementary to a question by Syed Mohammad Rafiq Shah regarding purchase of pipes in the PHE, Irrigation and Flood Control department.Earlier on the reply of the minister, PDP and Panthers Party members alleged that pipes were not procured under codal procedures and expressed dissatisfaction. Rafiq Shah demanded, "Though we have complete faith in the integrity of the minister but in the recent past a lot questions have raised over the procurement procedure in the PHE, Irrigation and Flood Control department. Moreover in the reply there is no mention of the date of tendering for pipes, how many bidders participated and who was lowest bidder. I am not satisfied with the reply, kindly constitute house committee". PDP member Murtza Khan said, "Minister should exercise his authority to probe into the matter". Concerned Minister Sham Lal asserted, "It is true that there was no set procedure for the procurements in PHE, Irrigation and Flood Control department. " "For the last twenty years, since 1992 a same procedure was adopted year after year for the procurement. After assuming the charges a couple of months back, I have evolved a new system for procurement. In my old stint as minister for Health, a transparent procedure as adopted for purchases of around 70 cores and to my amazement in PHE, Irrigation and Flood Control department where around 250 croers of equipments are purchased annually, there was no such transparent and effective procedure, he said further adding, " I assure the house that the process of procurement will be streamlined in coming days" |
