| Sham reviews progress of on-going PHE projects in Handwara | | Deputation of PHE Employees calls on Minister | | SRINAGAR, July 23 : Minister for PHE, Irrigation & Flood Control, Mr. Sham Lal Sharma reviewed the progress of various on-going projects under PHE & Irrigation sectors in Handwara area at a high-level meeting of officers held here today under his chairmanship. Minister for CAPD, Ch. Mohammad Ramzan was also present in the meeting. While taking detailed appraisal of each project, the Minister directed the concerned engineers to speed up the pace and complete all these in a time bound manner. He laid stress on quality control and judicious use of funds. He directed both the Chief Engineers, PHE, Irrigation & Flood Control to strengthen the mechanism of monitoring to ensure accountability and transparency on ground. In order to overcome the problem of drinking water in the area, the Minister directed the engineers to formulate a comprehensive proposal to augment the existing infrastructure to ensure quality water to the inhabitants. He also directed for formulating new projects for the uncovered localities, keeping in mind the future generation requirements. While formulating new projects the main thrust should be on sustainable sources so that the schemes serve their real objective. Mr. Sham also issued instructions to the engineers to take necessary measures to upgrade the available irrigational infrastructure in the area. He directed the Planning Wing of the Department to earmark suitable funds for the purpose. Ch. Mohammad Ramzan projected the demands of his area and sought special funds for expeditious completion of on-going projects. He identified areas of concern and demanded immediate attention to plug the gaps. He called for immediately attending the drinking water needs and improving the irrigational facilities. He also sought new proposals according to the increased population and newly developed colonies. Both the Chief Engineers gave resume of the activities and steps initiated to improve these vital sectors in the area. Commissioner/Secretary, PHE, Irrigation & Flood Control, Dr. Pawan Kotwal and concerned executive engineers were also present in the meeting. Later, a deputation of All Kashmir PHE Employees Federation led by Mr. G.A. Nath, Chairman and Mr. G.A. Bhat, General Secretary called on the Minister and put forth a memorandum of demands and problems being confronted to the employees. The demands projected mainly pertains to the welfare of the employees like, removal of pay disparities, regularization of Daily Rated Workers, promotion of field staff, re-organization/streamlining the function of various wings of the department, grant of Risk Allowances to the workers and implementation of fresh transfer policy. The Minister gave a patient hearing to the deputationists and assured that their all genuine issues will be addressed on priority. He urged the Union leaders to extend full cooperation to the Government in improving the basic services to the people. He asked them to inspire the workers to discharge their duties with extra zeal and dedication. He said Government is fully aware about the genuine problems of the employees and all out efforts will be made to mitigate them at the earliest, said the Minister. |
