| Peanuts to jobless…........., fat salaries to re employed babus | | NC govt's way of tackling (un)employment: | | Early Times Report Jammu, Aug 9: It is expected and can happen only in a dispensation led by National Conference which has been promising skies to tackle unemployment problem in the state. The coalition Government led by NC is on one hand providing peanuts to educated unemployed youth by way of scholarships and limited wages to jobless youth trained and equipped with technical qualifications, and on the other hand it continues with its policy of re employment of retired bureaucrats in the state on whom lakhs of rupees are spent on salaries per month. A random survey reveals that during the last couple of years alone dozens of senior bureaucrats after reaching superannuation have managed to get plum postings which costs state exchequer heavily as the pay packages and grades against which they have been re-employed are literally heavy. An estimated 300 senior bureaucrats have made re entry into echelons of administration soon after retirement from their original posts on account of their political influence in corridors of power, sources said adding that General Administration Department which keeps a tab on such reappointments for higher posts has records that suggest Government spends crores of rupees annually on these re employed babus , which makes a huge dent on the salary component of the expenditure it incurs on employees. The officers are not re employed as a matter of competence or their being indispensable for specific knowledge about running the posts but in most of the cases as a matter of 'reward' for the 'loyalties' they exhibited during the service tenure to powers that be, sources said. While NC as a ruling party has managed reappointment of most of the officers against posts which fetch them packages equal to their last drawn salaries after acquiring seniority over the years of having served on various posts. Sources said some of the blue eyed re-employed are getting whopping salaries of over one lakh per month and therefore costing heavily on the state exchequer. Sources said even though the Government is making loud talk about having taken steps and followed schemes to provide some succor to a huge number of unemployed youth in the state, the amount so spent on giving some financial relief to registered unemployed by way of scholarships and aid for acquiring some special training or skills is too meager to meet even minimal expenses. Even the stipend given to youth trained and qualified in different fields are far to less , not more than Rs 3000 which makes a mockery of their educational qualifications and the degrees they have acquired. On the contrary, sources said there are dozens of officers who have been re employed by the present dispensation on whose perks it spends lakhs of rupees . What is spent on just one re employed officer is equal to the amount what hundreds of jobless youth get as paltry sums of stipend cumulatively. What is agonizing in this whole scenario is that while trumpeting its claims of addressing unemployement, the Government actually lacks a proper policy . It has not been able to fill up vacancies nor has it referred the posts to various recruitments boards. It has also come to notice on which the opposition has been making uproar that class IV vacancies are often filled up through backdoor in departments like PDD, PHE, Urban Local Bodies. However, the opposition criticism and outcry falls on deaf ears and Government continues to grind its own axe on all these fronts. |
