| DDBs decisions being given a raw deal by the Govt: Harsh | | | Et Report Jammu, Aug 28: Harsh Dev Singh NPP Chairman and its MLA has lambasted the state govt for the raw deal given by it to recommendations and discussions of various District Development Boards (DDBs) and for its failure to accord approval to the minutes thereof. In a press statement issued today NPP Leaders Harsh Dev Singh regretted saying that despite a lapse of five months of the current financial year the minutes of the decisions taken in various DDB meets have neither been issued nor approved by the concerned authorities. He said that with the approvals of the minutes of such DDB meets having been inexplicably and inordinately delayed, the planned works under District Plans for 2013-14 could not be taken up for execution. Flaying the culpable negligence and despicable apathy displayed by the ruling coalition towards the development related issues, he said that the govt has consistently been under attack for eroding the sanctity of DDBs. He said that the decisions taken by the govt. in such Boards in consultation with elected representatives including MLAs and MLCs are either dishonored or their implementation is inexplicably delayed thus depriving the ultimate beneficiaries of the benefits of development. He said that likewise no planned work under MGNREGA for 2013-14 had been started thus rendering the Panchayats defunct and making a mockery of the plan formulation process. Harsh further lambasted the state govt. for non release of developmental funds with respect to various centrally sponsored as well as state sector schemes besides the District plan. He also flayed the govt in particular the non release of funds under NABARD, NRDWSP, UIDSSMT, IDSMT, PYKKA, NRHM, IHSDP, SCA to SCP, SCA to TSP, funds under Art 275 (1), BRGF besides a plethora of other centrally sponsored schemes. Likewise, he said that the funds under state sector and district plan with respect to various govt deptts had also been wrongfully withheld by the govt. leading to unwarranted delays in execution of public works. He also had flayed in particular the withholding of funds under 'Bad Pocket Plan' as this scheme envisages the development of hilly and bad pocket areas which remain snowbound for almost half the year. He said non release of funds would not only deprive such bad pocket areas of their legitimate share in development process but the funds under the scheme would also got lapsed as was the case during the previous year. Rapping the govt for its inaction and apathy, Singh said that the govt does not seen to have learnt any lesson from its lapses of previous year in which it lost more than Rs. 2000 crore of central plan assistance. Calling upon the helmsome to wake from their slumber, he urged for expediting of the planning and execution process so as to prevent the credibility of the govt from further erosion. |
