| SSA Schools in Kulgam function in rented buildings | | | Saahil Suhail KULGAM, Nov 2: Despite passage of several years, Schools opened under Centrally Sponsored Scheme Sarva Shikhsha Abhiyan (SSA) in South Kashmir's Kulgam district continue to function in rented buildings that too in single rooms. According to sources these schools were opened to accommodate the blue eyed persons, as the basic norms for opening the schools under the scheme were thrown to winds. After five years department has virtually failed to construct a building, as the candidates who were engaged didn't provide inspite of soliciting affidavits. Moreover, the enrollment that according to SSA norms must increase is speedily decreasing due to non-availability of basic facilities including buildings. Locals in Qoimoh Kulgam told Early Times that before 5 years Education Department opened a primary school in Nai-Basti area and till date it continues to function in a private rented single room as the department failed to get the land and construct a building for it as per the SSA norms. Similarly, locals of Khanpora Mutalhama village also complained that after a passage of more than five years SSA schools of their locality lacks building and other necessary infrastructure. Official sources revealed other dozens of habitations where SSA schools continue to function in rented rooms despite local communities are ready to donate the land for the construction of buildings. However, they said it is only because of the laziness of Chief Education Officer and his sub-ordinates, who pass each day with unnecessary discussions. Most probably, because of the news report carried by Early Times regarding Book scam, CEO didn't attend the repeated phone calls of the reporter. However, Deputy Commissioner Kulgam, Jahangir Ahmad Mir, when contacted accepted that schools opened under SSA continue to lack infrastructure like buildings. "With few schools who continue to function in private buildings, we are committed to construct buildings as this year we are expecting construction on 95 buildings will be completed," Mir said. |
