| Higher Education Minister accused of nepotism | | Transfer of college teachers | | Early Times Report SRINAGAR, Nov 2: In the last Cabinet reshuffle, when Mohammad Akbar Lone became Minister of Higher Education, the College pinned hopes on him for transparency and fair play. The Minister also advised College teachers to approach him directly instead of going to clerks for their grievances on transfer cases. In fact number of transfer orders were issued in his tenure of few months but laced with nepotism and favoritism. The Higher Education Department has formulated a transfer policy wherein a college teacher after spending two years out of station, has to be sent back to a College near his home town but the rules have been thrown to winds by politically connected ones because that is the only qualification one should have now in addition of sycophancy. When teachers having served in far flung areas approached him for transfer to their home towns, he advised and reminded them on moral grounds to educate students of far flung areas, who need their services the most, but this advice does not apply to teachers who are politically connected, even if they belong to same area and get themselves transferred to city colleges prematurely, affecting denizens. Perceptions have developed in Colleges that unconnected ones have only one option left that is to buy their posting. In the recent transfer order no147-HE of 2013 dated 23.10.2013, many such examples of nepotism and favoritism are abundant. Two professors in a college, which is on Srinagar- Sopore highway, though one resident of that area, have been shifted back to City College within a year. Some have been shifted from one college of their choice to another within vicinity. The well-intended opening of new colleges at doorsteps of students in far-flung areas have created fear psychosis among professors and Principals, because the teachers of that area or nearby areas do not want to work there and shift their basis to greener areas especially to city using every type of influence including political to win the minister, thus putting lot of pressure on those who do not subscribe to such tactics and finally the axe of transfer has to fall on rule followers. The Secretary and Director Higher Education have become mute spectators of this bizarre situation and sufferings of sufferer are continuing until they have to toe the line of attending the politicians, but this situations has a fallout in Colleges, creating lot of disharmony, which was unheard in past and affecting the work culture at the cost of stake holders, which is a student. |
