Does Hurriyat favour bilateral or triangular talks ?

by Molvi Umar Farooq, have called for
improvement in the security environment so that a conducive atmosphere was created for talks between the Hurriyat leaders and the Government of India.This plea is being made by the moderates after their session with those who were earlier engaged in the track-II diplomacy in New Delhi recently.In fact moderates have suggested to the Government to create a conducive atmosphere for talks between them and the Centre. Molvi Umar Farooq has indicated his willingness to hold dialogue with New Delhi, asking the Central government to create conducive atmosphere for the talks.The formal call for dialogue came at a recent meeting of the conglomerate in Srinagar.
Though all those who matter in the All Party Hurriyat Conference were present in the meeting ,more than four prominent separatists including Shabir Ahmad Shah and Nayeem Khan were conspicuous by their absence.At the meeting, Hurriyat's recent activities in New Delhi and track-II talks came up for discussion.The participants were told that besides meeting Sartaj Aziz, some of the conglomerate leaders also met former RAW Chief A S Dulat, Prem Shanker Jha, Ashok Bhan, Satish Lamba and Wajahat Habibullah.
At the meeting separatists wanted the Government of India to initiate certain Confidence Building Measures (CBMs) which could facilitate a meaningful dialogue between the two sides. Molvi Farooq is said to have claimed that the track-II players were keen about the resumption of dialogue and want an end to the prevailing status quo. Though the track-II players favoured resumption of Hurriyat-Centre dialogue,the separatists wanted conducive atmosphere to be created by the Government of India for talks and that could be created by conceding their demands which included revocation of the AFSPA, demilitarization and release of all political prisoners.It seems that the moderates have exhausted all their energy and want to have some settlement of the Kashmir issue through talks between them and the Centre. Well they have called upon the Government of India to create a conducive atmosphere for talks. Is it solely in the hands of the Government of India to promote a cordial atmosphere ? Certainly not. There are many players who keep on triggering violence and conflicts leaving hardly any scope for the Government of India to build a conducive atmosphere.One can expect the security scenario to improve for setting the stage for conducive atmosphere if militants stop indulging in acts of violence. One can expect peaceful atmosphere if the separatists stop inciting people to violence. One can expect to enjoy the fruits of a peaceful atmosphere conducive for talks if Pakistan stops exporting terror to India in general and to Jammu and Kashmir state in particular.
Besides this the APHC leadership has to make it clear whether it wants talks with the Centre to be resumed for restoring peace and normalcy to the state or does it want to insist on triangular talks ? If they continue to demand that genuine representatives of people of Jammu and Kashmir be included in Indo-Pak dialogue,then there seems to be no need for the resumption of Hurriyat-Centre parleys.
Yes, there are two sections of the Kashmir problem. One relates to its resolution that could end Pakistan's claim to the state. The other relates to promotion of peace and normalcy. If the Hurriyat leaders promise to restore peace there is then the need for resumption of the Centre-Hurriyat talks.But before the Hurriyat leaders make any commitment they need to understand that they may not be able to guarantee peace when there are other separatist outfits operating in Jammu and Kashmir.If Centre-separatists talks are to be made a meaningful exercise separatists need to unite.
Assuming that the Government of India and a section of separatists reach some agreement,is it within the powers of the Hurriyat leaders to enforce or honour that agreement when there were bigger players opposed to the dialogue with the Centre. They favour implementation of the UN resolution providing for holding a plebiscite. Hence the separatists need to set their house in order first and then seek bilateral or triangular parleys.
