| Judiciary has to exert for political , administrative reforms: PAPA | | | Jammu, Nov 20: In absence of a needed determination with political rulers, no scope seems for required functioning of anti corruption agencies of the country and state. Recently High Court directed exercise of state government for amendments in prevention of corruption Act, must be public consultation based by not making it as merely bureaucratic task While expressing its views over the recent media reports on State High Court directed exercise on early amendments in the "J&K Prevention of Corruption Act", NGO namely "People's Action and Public Accountability" (PAPA) Shockingly stated that it is quite unfortunate when political and ruling class is not ready for needed legislation and Judiciary in addition to its over burdened routine work has to exert for political and administrative reforms. In fact, absence of a needed determination with political rulers is responsible for the defunctness of anti corruption agencies of the country and J&K state as well, PAPA alleged. Either due to inadequate working of prosecution wings or due to a self defense mode of political rulers, institution like State Accountability Commission is being put on oxygen to survive, it further alleged. Politically influential bureaucrats even booked by SVO or indicted by SAC are enjoying key postings as on date, PAPA alleged further. As per media reports, the exercise for drafting needed amendments are being assigned merely to the bureaucratic group which can't be fair in view of existing exposures, PAPA stated. Such an exercise must be public consultation based, PAPA urged. Major task before the government is to restore faith among the masses by making and implementing political reforms otherwise it will be difficult to rein the executive class, it concluded. |
