Govt betrays 8000 NYC volunteers, fails to provide training

KISHTWAR, Feb 12: Over 8000 National Youth Corps (NYC) volunteers engaged by the government of Jammu and Kashmir in the year 2010 for two year period in different Districts to assist government departments facing shortage of staff have been betrayed by the state government.
The government has failed to provide skill training in terms of clause 11 of the various orders issued by the concern Deputy Commissioner of the District designated as Chairman Selection Committee for appointing NYC's volunteers.
As per the details available with Early Times, the clause 11 of the order issued by Deputy Commissioner Kishtwar issued vide order No: DCK/10/2603 dated 4-10-2010 the appointed NYC volunteer will have to undergone skilled based vocation or Modular Employment Skill (MES) training in last quarter of 2nd year with the help of government of India through Ministry of Labour.
"With a view to help the volunteers to seek or undertake any self employment or skilled based vocation, the volunteers will be provided Modular Employment Skill training in the last quarter of the 2nd year with the help of government of India through Ministry of Labour" read the government order issued in favour of NYC volunteers. The order further stated that in case the sufficient trainer/institution are not available in Jammu and Kashmir, the NYC volunteers will be trained in these courses out of the state which ranges from training course from 10 days to 6 months to be chosen by the volunteers himself.
While talking to Early Times District President NYC Kishtwar Kuldeep Singh Rathore said that despite having sufficient vacant posts in government offices, the government fails to extend their services beyond two year period.
He said that several politicians including JKPCC President Prof. Saif-ud-Din Soz promised them that their period of service will be extended. However when they NYC's approached Minister for Technical Education Taj Mohudin Shah refused to extend their services as promised by Prof. Soz.
He said that concern minister informed them that there is no order with regard to their extension of their services and shows his ignorance towards fulfillment of promise made by his party president. He said that even after more than one year of termination of their services by the government, the government fails to clear their salaries ranging from 3 to 6 months in some cases. He said that in case the government had fulfilled its promise of providing them the skilled trainings as per the agreement, approximately 250 NYC volunteers of Kishtwar District could have been adjusted in upcoming power projects like 850 MW Rattle Power Project to be constructed at Drabshala Kishtwar.
He said that over 8000 NYC volunteers of the state has not forfeited its claim of regularization of their services against the vacant posts in various departments at District level and urged upon the government authorities to considered their demands before the NYC's will launched a massive agitation against the government in coming days.
He said that in addition to the demands of regularization of their services, the NYC President Kishtwar also demanded that on the bases of two year experience, special 10 bonus points marks should be given to NYC's in interviews against all the District and state level posts for which the NYC volunteers has also applied. He said that all the NYC's during their two year service tenure did excellent job much to the satisfaction of officers of concern departments and added that government must considered their demand of regularization of their services with immediate effect. He also demanded for immediate release of pending salaries in favour of the NYC volunteers.
