PDP, NPP, BJP up in arms against Govt
Demand for more administrative units

JAMMU, Feb 12: As expected, the main opposition PDP and other opposition parties, including NPP and BJP, have taken on the NC-led coalition government and accused it of ignoring certain areas while taking decision on the creation of new administrative units in the state. On the second day of the Assembly session, refusing any discussion in Legislative Assembly, PDP president and Leader of Opposition Mehbooba Mufti asked the Omar Abdullah government to grant administrative units to the left out areas. "The NC government trashed the Ganai and Bloria Commission reports over creation of administrative units although they were meticulously prepared. We demanded discussion on Ganai commission report in past but government always refused and said that it is incomplete," she told the House while refusing to discuss newly created units, and added that "the only solution to douse the public anger prevalent on the streets of Kashmir is to create more units in the left out areas of which the PDP will present the list". "You have done whatever you liked. We salute you for creation of new units but you should consider our demand for the left out areas since the public anger is increasing with each passing day...The NC set up tehsils at 2 kilometers of distance in their constituencies and left PDP constituencies high and dry. The NC has failed in more than five years of its governance to deliver and used the new units as election trend to garner votes. When they can create 700 administrative units against the recommended 222 by Ganai Commission, then why don't they consider more units for left out constituencies," she also told the Assembly, which witnessed chaos on an unprecedented scale for the second consecutive day.
The BJP too has torn into the NC-Congress coalition and accused it of not considering the Cabinet Sub-Committee suggestion on new districts. The CSC in its report had suggested creation of eight new districts, five in Jammu out of Kathua, Jammu, Rajouri and Reasi-Ramban districts, two in Kashmir region out of Kupwara and Baramulla districts and one in Ladakh out of Leh and Kargil districts, but the State Cabinet did not consider this suggestion. The BJP has asked the ruling coalition to accept this suggestion and create eight new districts in the state. Besides, like the PDP, the BJP has also charged the ruling coalition with ignoring the demand of people of Jammu province, including people of Jindrah, for more administrative units saying the area of Jammu is more as compared to Kashmir and that most of the area of the province is mountainous, underdeveloped, difficult and inaccessible and also has poor road connectivity.
As for the NPP, its chairman and MLA Harsh Dev Singh on Tuesday denounced the NC-Congress coalition government saying it neglected the "deserving areas" in the matter of creation of new administrative units in the state. Speaking in the Assembly, he said: "There were several eligible areas which qualified the norms for grant of Tehsil, Sub Division and Block status but were wrongfully and deliberately deprived by the State Government for political considerations". "The State Government had disregarded the criteria laid down for creation of such units particularly in opposition constituencies with vested interests and ulterior motives. The reports of Ganai Committee as well as the CSC were assured to be tabled on the floor of the Assembly for discussion but the government refused to honour its assurance for obvious reasons," he also said. He made out a case for grant of Tehsil status to Jindrah and asserted that Jindrah Niabat was created around 40 years back and had been recommended for Tehsil status even in Wazir Commission Report, but the ruling coalition did not upgrade the said Niabat to Tehsil status, thus evoking widespread resentment with large scale protests and demonstrations in Jindrah and adjoining areas. He also charged the ruling coalition with neglecting areas like Purmandal, Duggan, Malhar and Budhal and demanded tehsil status for them, besides demanding sub-division status for Bishnah, Community Development Block status for Sudh Mahadav, Lowang and Sitti and niabat status for Gadh Top and Kud.
The manner in which these developments unfolded in the Assembly during the past two days suggest that the NC-Congress coalition government is in deep trouble. As reported in these columns, the cornered government might think in terms of deferring its decision on the creation of new administrative units in the state. But even such an action on its part would not help it escape the people's wrath. If the ruling coalition goes ahead, it would face the opposition onslaught and if it doesn't, it would face trouble in the areas for which it recommended new administrative units.
