PDP again stages walkout from LC, anguished over govt attitude
Question hour passes off peacefully

JAMMU, Feb 12: Peoples Democratic Party (PDP) today again staged walkout from the legislative council and preferred not to return thereafter.
As soon as the council met for the day's business at 11am in the morning, PDP led by Mohammed Asharaf Mir again raised the issue of government's silence over the demand for creation of more administrative units. He shouted at the top of his voice urging the Chairman Amrit Malhotra to ask the government to respond. However, Malhotra pacified Asharaf Mir by telling him that he has already forwarded PDP's representation to the government for consideration.
Pacified at this, Asharaf alongwith other members of the PDP which included its leader in the House Syed Nayeem Akhtar sat down and the question hour began. PDP members quietly sat down and allowed the proceedings to go on. However, when PDP leader Syed Naeem Akhtar Andrabi was asking a supplementary of his question C.Q.No. 109, he shifted gears and after referring to defunct fountains, stated that since government had not responded to his party's demand, he alongwith his colleagues staged a walkout from the legislative council.
Thereafter, the council business continued without any noise. Minister for PHE and Irrigation Sham Lal Sharma, who has been replying to the question pertaining to Health department, informed the house that 3201 candidates have been engaged under NRHM during the last three years which include Specialists, Allopathic doctors, ISM doctors, Para-medics and other officials. Similarly an amount of Rs. 615.21 crore has been approved as budget under the scheme during 2011-12 and 2012-13.
He gave this information while replying to a question by Mohammad Ashraf Mir in the legislative council today. Sham Lal further informed the house that an amount of Rs. 892.55 crore has been utilized under different heads since inception of NRHM in the state. An amount of Rs. 724.03 crore has been the approved budget for purchasing medicines and other allied items and maintenance during last two years, the Minister added and said that 9 new hospitals have been approved during last 3 years.
Replying to another question by Rani Gargi Blowria Minister said that there is no policy to regularize the teachers engaged in private educational institutions. Syed Rafiq Shah, Jehangir Mir, Khalid Najeeb Suharwardhy and Ghulam Qadir Pardesi also raised supplementaries.
Minister of State for Agriculture, Animal Husbandry Nazir Gurezi while replying to a question by Ravinder Kumar Sharma said that the work on the Forage Research Station at Kangri Sunderbani would be started as soon as the funds are available. Minister for Roads and Buildings Abdul Majid Wani replying to a question by Nurboo Gialchan informed the House that under RIDF XII & XIII, 18 schemes are required to be closed in Leh District during the current financial year.
Minister said that for completing these 18 schemes, apart from state share, there is a loan requirement of Rs. 1550.69 lakhs against which Rs. 1200 lakh have been earmarked during the current financial year. He said that for remaining loan component of Rs. 350.69 lakh, department shall seek re-appropriation from Planning and Development Department in case any saving is visualized under loan component.
Minister of State for Technical Education Vikar Rasool today informed the House that Rs. 44.97 crore have been paid to the Revenue Department for acquiring land of 26 villages for the construction of Baglihar Hydro Electric project in Ramban district. Minister was replying to a question by Sham Lal Bhagat in Jammu and Kashmir Legislative Council. Minister said that the affected of village Kolthi, Kolthan and other surrounding villages have also been compensated for the loss of the land.
